Analysis <br /> Background <br /> This item, which would ordinarily be processed at the staff level, is being referred to the Planning <br /> Commission because of neighborhood opposition. Private right-of-ways are discretionary and require an <br /> approved Site Approval when in an Antiquated Subdivision. <br /> Neighborhood Opposition <br /> The Community Development Department has received four letters in opposition. The letters expressed <br /> concerns regarding traffic volumes and repairs of the private road. <br /> Traffic: Two neighbors expressed concerns regarding traffic volumes. There were concerns that <br /> additional traffic may lead to future traffic problems. Public Works has reviewed the proposed project and <br /> has determined that traffic impacts from two additional residential units are not considered significant and <br /> do not meet the County's threshold for requiring a traffic impact study.. This is an antiquated subdivision <br /> where the only access to this parcel is by private road. <br /> Repairs: Three neighbors expressed concerns regarding the upkeep and maintenance of the road. They <br /> stated the road is currently maintained under the Neighborhood Covenants, Conditions, and Restrictions. <br /> The neighbors view Mayers Road as a private road that may only be used by those who participate in <br /> their community and road maintenance covenants.
