Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Site Approval Application No. PA-0600655 with the Findings and Conditions of <br /> Approval contained in the staff report. <br /> Findings <br /> 1 The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the establishment, maintenance and operation of the <br /> use does not conflict with the General Plan. Public roads or private rights-of-ways in <br /> antiquated subdivision may provide access to existing lots. If access is to be provided by <br /> a private right-of way, individual lots may be developed subject to an approved Site <br /> Approval Application if specific criteria is met, Development Title section 9-1150.16. There <br /> are no Master Plans, Specific Plans, or Special Purpose Plans in the vicinity. <br /> 2 Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because private services will be on-site, and access to the parcel <br /> will be by Meyer Road, which will be improved to one-half of a Rural Residential road. <br /> Once development occurs private wastewater services will be through an on-site septic <br /> system, private water services will be available through an on-site well, and storm water <br /> drainage will be retained on-site. <br /> 1 The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 5 acre property involved is of adequate size and <br /> shape to accommodate a residence and other requirements of this Development Title as <br /> shown on the Site Plan dated December 6, 2006. Access to the parcel is along private <br /> roads within the antiquated subdivision. <br /> 4 Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because an Initial Study prepared for this project found no <br /> potentially significant environmental impacts. <br /> San Joaquin County PA-0600655/Baker <br /> Community Development Page 4 <br />
