The revision includes removing an additional <br /> 200,000 cubic yards of sand material from 11.25 acres of a 314-acre parcel. The <br /> applicant proposes to reclaim the area by creating a lake to provide habitat for fish and <br /> wildlife. The 8-20 foot deep lake is approximately 10 acres and the remaining 1.25 acres <br /> would be used as habitat for various species of wildlife. A group called Ducks Unlimited <br /> would maintain the lake and wetland area. <br /> The quarry site is located on the south side of McDonald Island Road, 1 mile west of <br /> Holt Road, west of Stockton. The parcel has a General Plan designation of A/G <br /> (General Agriculture) and OS/RC (Open Space Resource Conservation) along Whiskey <br /> Slough. The site is zoned AG-40 (General Agriculture-40 acre minimum). <br /> The Planning Commission originally approved QX-98-2 on December of 17, 1998 to <br /> permit the removal of 500,000 cubic yards of material from 114 acres of the 314-acre <br /> parcel. The removal was proposed in 2 phases. All portions of Phase 1 have been <br /> reclaimed with the exception of the 11.25 acres proposed for additional excavation. The <br /> applicant is in the process of reclaiming the Phase 2 portion of the project. According to <br /> Condition 1.n., the Quarry Excavation permit expired in December of 2002. <br /> Farmland Security Zone <br /> The parcel is currently under the Farmland Security Zone (FSZ) contract. The <br /> Department of Conservation has stated the following in regards to the proposed project: <br /> "County ordinance [Development Title Section 9-1810.3 (b (1)(W)] requires that <br /> contracted land approved for mining must be reclaimed to agricultural land. It <br /> should be noted that Williamson Act compatible use provisions (Government <br /> Code §551238.1 and 51238.2) also require that approved mineral extraction must <br />
