Recommendations
Action
It is recommended that the Planning Commission
1. Approve the Negative Declaration;and
2. Approve the Revisions of Approved Actions for Quarry Excavation Application No. QX-98-2
subject to the revised Findings and Conditions of Approval contained in the staff report.
Findings
1 The proposal is for the removal of regionally significant or substantial deposits of mineral resources
and not for the removal of prime farmland.
• This Finding can be made because the project site is located within an area with
substantial mineral resource deposits. The topsoil will be stockpiled, and the site will
be returned to agricultural uses following reclamation of the excavated areas of the
project site by the end of the year 2002. The project is phased to minimize the
amount of land not in agricultural production. Removal of the sand stratas will
enhance the agricultural productivity of the soil.
2. The proposed reclamation of the property upon completion of the excavation will leave the property
in a condition that will allow its reuse.
• This Finding can be made because, after the hillside topography is excavated, the
property will be leveled and the topsoil replaced. The property will be irrigated by an
existing ditch system and planted in crops such as corn, asparagus, and alfalfa.
1 Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare or
be injurious to the property or improvements in the vicinity.
• This Finding can be made because all of the potentially significant, adverse
environmental impacts associated with the project can be mitigated to less than
significant levels. The first 100 feet of the private access road will be surfaced and
maintained in a manner approved by the Directorto control erosion and dust.
San Joaquin County QX-98-2\Torlai
Community Development Page 5
