Recommendations <br /> Action <br /> It is recommended that the Planning Commission <br /> 1. Approve the Negative Declaration;and <br /> 2. Approve the Revisions of Approved Actions for Quarry Excavation Application No. QX-98-2 <br /> subject to the revised Findings and Conditions of Approval contained in the staff report. <br /> Findings <br /> 1 The proposal is for the removal of regionally significant or substantial deposits of mineral resources <br /> and not for the removal of prime farmland. <br /> • This Finding can be made because the project site is located within an area with <br /> substantial mineral resource deposits. The topsoil will be stockpiled,and the site will <br /> be returned to agricultural uses following reclamation of the excavated areas of the <br /> project site by the end of the year 2002. The project is phased to minimize the <br /> amount of land not in agricultural production. Removal of the sand stratas will <br /> enhance the agricultural productivity of the soil. <br /> 2. The proposed reclamation of the property upon completion of the excavation will leave the property <br /> in a condition that will allow its reuse. <br /> • This Finding can be made because, after the hillside topography is excavated, the <br /> property will be leveled and the topsoil replaced. The property will be irrigated by an <br /> existing ditch system and planted in crops such as corn,asparagus,and alfalfa. <br /> 1 Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare or <br /> be injurious to the property or improvements in the vicinity. <br /> • This Finding can be made because all of the potentially significant, adverse <br /> environmental impacts associated with the project can be mitigated to less than <br /> significant levels.
