Dust
It is not anticipated that this quarry will generate additional dust or air pollutants. The project will be replacing
an existing Agricultural Excavation Permit(GX-96-6). The materials excavated will be processed at the site
by a portable screen and/or trucked directly off the site. The response received from the San Joaquin Valley
Air Pollution Control District states this project is subject to District Regulation VIII (Fugitive Dust
Prohibitions).
The Conditions of Approval, if amended, will require that the operator pave the connection from the edge of
the public road to the right-of-way line and the balance of the first 100-foot surface in a manner approved by
the Director to control erosion and dust.
Noise
There are no residents in close proximity to the project site. Also, this project is a conversion of the existing
Agricultural Excavation Permit. It is not expected that noise levels will increase.
Traffic
As previously noted, the proposed quarry excavation is replacing an existing agricultural excavation permit.
No increase in production levels are anticipated. Therefore, traffic volumes are expected to remain constant
Reclamation
During the excavation process, the topsoil will be salvaged and stockpiled. Most of the topsoil will be coming
off of Fields 1 and 3 in Phase 1 and Phase 2. As excavation is completed, the stockpiled material will be
used to fill the over excavated area. It is estimated there will be approximately 40,000 cubic yards of excess
topsoil to be spread and leveled on the site as needed.
Reclamation District No. 684
A response received from the Reclamation District expresses their concern regarding excavating too close to
the Whiskey Slough levee. The District requests a 200-foot buffer from the land side toe of the levee to the
start of the excavation. To address the District's concern,a Condition of Approval has been added to require
a 200-foot setback.
San Joaquin County QX-98-2\Torlai
Community Development Page 4
