Y
marsh and open water habitats. In addition, the project proponent has agreed to maintain
the ponds by continuing to pump water to them.
No spring surveys are required for potential special-status plant species because
wetland habitat supporting these species will be avoided.
Wildlife
.. Vegetation mitigation measures to reduce impacts in oak woodlands and avoid
wetlands will protect the wildlife species associated with these habitats. Preservation of
habitat elements such as native vegetation and snags in open areas away from buildings will
maintain the habitat quality for wildlife species.
Impacts on special-status wildlife species that occur on or could use the project site
will be mitigated by several measures. Many of the species occur in riparian or other
wetland habitats and will be protected by avoidance. No mitigation is required for the
valley elderberry longhorn beetle because the shrubs will be avoided.
Mitigation measures to reduce impacts from the potential cumulative loss of
Swainson's hawk foraging habitat include minimizing land use changes that could reduce the
foraging value of annual grassland and irrigated pasture.
Impacts on burrowing owl caused by construction activities (i.e., mortality) can be
` reduced to less-than-significant levels by avoiding ground disturbance within 100 feet of any
dens occupied by owls or delaying construction until after the breeding season.
No mitigation is required for California tiger salamanders because only a small
proportion of suitable habitat would be affected. However, if more extensive grading than
that required for homesite construction is required within 0.5 mile of potential breeding sites
(identified offsite on the southern boundary), surveys should be conducted and the DFG
contacted for measures to avoid impacts.
3
