Chapter 1. Introduction <br /> SITE DESCRIPTION <br /> The project site is located on the south bank of the Mokelumne River, approximately <br /> 0.5 mile west of Camanche Reservoir in San Joaquin County (Figure 1). Adjacent land uses <br /> include an infrequently used quarry owned by Teichert Aggregates to the immediate west <br /> (Davies pers. comm.), Van Assen Park to the east (owned and operated by East Bay <br /> Municipal Utilities District [EBMUD]) and agriculture/pasture to the immediate south, <br /> southeast and southwest. <br /> The project site is zoned by the county for agriculture (AG-40). Except for the <br /> quarry, the zoning designations of the land surrounding the project site are also agricultural. <br /> North of the project site, the land is in an AG-20 zone. Properties south along McIntire <br /> Road are also zoned AG-20. Properties on the eastern side of McIntire Road are zoned <br /> -- AG-80. <br /> AG-80, AG-40, and AG-20 are permanent agricultural zones with a minimum parcel <br /> size of either 80,40, or 20 acres. These extensive agricultural zones permit one single-family <br /> residence per parcel in addition to all agricultural uses. The purpose of these zones is to <br /> promote long-term agricultural use and to discourage the premature and unnecessary <br /> conversion of agricultural land to urban uses. <br /> Existing habitat conditions at the project site consist of rolling hills covered by annual <br /> grasslands, irrigated and dry pasture, and several stands of mature oak trees. Three created <br /> lakes and several vernal pools are located on the project site, and the Mokelumne River <br /> borders the project site on the north. The riparian corridor along the south bank of the <br /> Mokelumne River contains numerous oaks, cottonwoods, willows, elderberry shrubs, <br /> buckeyes, and alders. <br /> PROJECT DESCRIPTION <br /> The proposed project consists of a plan to subdivide 324 acres into seven 40-acre <br /> parcels and one 44-acre parcel (Figure 2). Two homes are on the parcel and one home is <br /> under construction. Single-family homes are planned for the remaining five lots.
