NOA's ability to interpret the land <br /> uses is limited by the scale and quality of the photos. <br /> 2.3 USGS Topographic Maps <br /> The topographic quadrangle depicting the subject property is the U.S. Geological Survey, <br /> Stockton, California, quadrangle map. One 7.5-minute map dated 1987 was obtained from <br /> Microsoft Terraserver. <br /> In the 1987 map, the subject property is depicted as residential. The property is depicted <br /> approximately thirty four feet above mean sea level. Surrounding properties are residential <br /> to the east, west and south sides of the property with an open field to the north. <br /> This map is included in Appendix C of this report. <br /> 2.4 Interviews <br /> An attempt was made to obtain historical as well as current information relative to the <br /> subject property from the property owner or key site manager of the property. An <br /> Environmental Questionnaire and Disclosure Statement was completed by Larry Johnson, <br /> Program Director for S.T.A.N.D. Affordable Housing, on April 27, 2007. A copy of the <br /> responses has been included in this report as Appendix E. <br /> In responses to the questionnaire, Mr. Johnson indicated that the subject property was <br /> purchased in 2007 by S.T.A.N.D. Affordable Housing from a San Joaquin County tax sale. The <br /> subject property is proposed to be divided into three lots, to be built with low income single <br /> family residences. Access to the sites will be provided by a proposed 25 foot wide right-of- <br /> way along the eastern property line. Mr. Johnson indicated that he was not aware of the <br /> property's previous owners or of its historical background. <br /> 3.0 PAST AND CURRENT SOURCES OF CONTAMINATION <br /> 3. 1 Research Methods <br /> NOA employs a standard practice for review of database information. On a street map <br /> showing the location of the subject property, a circle is drawn one-quarter mile out from the <br /> property boundaries, and street maps or web-based mapping services are then used to <br /> determine address ranges for all streets within the quarter mile. All agency databases <br /> searchable by address are then searched for these address ranges. <br /> 3.1.1 Regional Water Quality Control Board <br /> NOA reviewed the Leaking Underground Storage Tanks (LUST) list (April 2007), the Water <br /> Purveyors Quarterly Report on MTBE (April 2007), and the Spills, Leaks, Investigations, and <br /> Cleanups (SLIC) list (1" Quarter 05) on file with the Central Valley Regional Water Quality <br /> NEIL O .
