A <br /> Hfldlybib <br /> Background <br /> On March 20, 2003, the Plarning Commission approved Use Permit No. PA-0300031, which expired on <br /> September 28, 2004. The applicant is proposing the same project due to the expiration of the previous <br /> application. <br /> Oxy Resources California LLD is proposing to construct a one-half-acre natural gas extraction facility to <br /> consist of a 2 to 3 week drilling operation followed by a permanent gas production well. The site is to be <br /> located on a parcel containing San Joaquin County Hospital and San Joaquin County Jail facility. The <br /> project site is located north of the County Honor Farm. <br /> Use Permit <br /> The proposed project is a 'Petroleum and Gas Extraction" use type that may be conditionally permitted in <br /> the P-F zone with an approve J Use Permit application. Most of these facilities are located in the A-G zone <br /> and are approved over the canter with an Improvement Plan. <br /> Land Use <br /> The extraction site is approximately 500 feet from the western property line. The parcel to the west is in <br /> agricultural use and is zoned AG-40 (General Agriculture, 40 acre parcel minimum). The nearest residence <br /> is located approximately 675 feet to the west of the extraction site. No land use conflicts are anticipated. <br /> Habitat Conservation <br /> The project site is located on agricultural land that is currently actively farmed. The San Joaquin Council of <br /> Governments is requiring mitigation for the loss of agricultural land. The applicant will be required to <br /> participate in the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan to achieve <br /> the required mitigation for the project. <br /> San Joaquin County PA-0500249/Oxy Resources California LLC <br /> Community Development Page 3 <br />
