Approve Use Permit No. PA-0500249 with the Findings and Conditions of Approval contained in the staff report. Findings 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted by the County. • This finding can be made because natural gas extraction sites may be conditionally permitted in the P-F zone with an approved Use Permit application. 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary facilities have been provided, and the proposed improvements are properly related to existing and proposed roadways. • This finding can be made because additional utility and sanitation systems are not required. There will not be employees working at the project site on a daily basis. There will be a crew of approximately 15 people working on site during the drilling phase of the project, which will last approximately 2-3 weeks. Environmental Health is requiring that sanitary facilities and potable water be provided for all employees. Since employees will be on site on a temporary basis, this can be accomplished during the construction phase through the use of a portable sanitation system and bottled drinking water. No other permanent facilities or roadways are required for this project. 3. The site is physically suitable for the type of development and for the intensity of development. • This finding can be made because the 314 acre parcel is of adequate size and shape to accommodate the proposed gas extraction facility, existing San Joaquin County Hospital and existing San Joaquin County Jail and can conform to all applicable Development Title regulations and requirements. 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be injurious to the property or improvements of adjacent properties. • This finding can be made because the Initial Study prepared for the project found no potentially significant environmental impacts.
