The residence was connected to City sewer and obtained potable •/, <br /> water and electrical service through the City and/or public utility providers. <br /> The site is located in the northwest corner of T1N, R6E, Mount Diablo Base and Meridian, as <br /> indicated on the USGS 7 '/z Minute Topographic Map, Stockton West, California Quadrangle. The <br /> site is situated on relatively flat ground at an elevation of approximately 2 feet above mean sea <br /> level. The property is bounded on the north by Michigan Avenue and by residences on all other <br /> sides. The Smith Canal, the closest water body, is located approximately Yz mile south of the <br /> property. <br /> According to the U.S. Department of Agriculture's "Soil Survey of San Joaquin County, <br /> ` California,"the general soil type at the property consists of Jacktone soils,which are poorly drained, <br /> highly organic, moderately fine textured soils that are moderately deep and have been partially <br /> drained. More specifically, soil at the property is mapped as Jacktone-Urban land complex. The <br /> ` unit is 50 percent Jacktone clay and 35 percent Urban land. The Jacktone clay present at the <br /> property typically has moderately slow permeability and is usually poorly drained. <br /> ` According to the San Joaquin County Flood Control and Water Conservation District Fall 1998 <br /> Groundwater Report groundwater beneath the site is expected to occur at approximately 15 to 20 <br /> feet below ground surface. According to the report regional groundwater flow is to the northeast <br /> toward a groundwater pumping depression northeast of Stockton. <br /> ` 1.2 Description of Proposed Development <br /> Mr. Chester Hurst, the property owner of record, plans to divide the property into two parcels and <br /> construct a single-family residence on each parcel. The residences will utilize City sewer and water (/• 2� <br /> ` services. Electrical and natural gas utilities would be provided by PG&E. <br /> 1.3 Parcel Location Map <br /> L A site location map and a zoning map are included in Attachment 1.1. <br /> 1.4 Site Map <br /> r, No structures currently exist on the property. An aerial photograph showing parcel boundaries and <br /> photos taken at the property are included in Attachment 1.2. <br /> 2.0 PAST,PRESENT AND PROPOSED FUTURE USE OF THE SITE <br /> The property previously housed a single-family residence since the mid-1960s but a fire destroyed <br /> the structure in May 2003. Ground Zero staff reviewed historical topographic maps and aerial <br /> photographs to evaluate past use of the property. No historical fire insurance maps were available <br /> for the property. Copies of Historical Topographic Maps Report and the Sanborn Map Report (No <br /> Coverage) are included in Attachment 2.1. lZ <br /> L.
