Mr. Hurst plans to construct two single-family residences, one on (l 2) <br /> each parcel, once the property is split into two separate parcels. <br /> 3.0 IDENTIFICATION OF PAST AND CURRENT SOURCES OF CONTAMINATION <br /> 3.1 Research Methods <br /> This assessment was performed utilizing methods and procedures consistent with good commercial <br /> or customary practices designed to conform to acceptable industry standards. <br /> Joseph Vasquez, under the direction of John Lane, California Registered Site Assessor No. 6305, <br /> conducted a site inspection on December 14, 2004. The inspection consisted of an interview with <br /> Mr. Chester Hurst,the property owner, as well as a field inspection of the parcel. Mr. Vasquez also <br /> conducted a file review at the San Joaquin County Environmental Health Department. A radius <br /> map report that maps sites with potential liability or existing environmental liabilities and a historic <br /> topographic map report were ordered through Environmental Data Resources, Inc. (EDR). No <br /> ` historical fire insurance maps were available for the property. Copies of Historical Topographic <br /> Maps Report and the Sanborn Map Report (No Coverage) are included in Attachment 2.1. A copy <br /> ` of the Radius Map Report is included in Attachment 3.1. <br /> 3.2 Past Potential or Known On-site Sources of Contamination <br /> ` Mr. Hurst was asked various questions regarding historic environmental concerns directly related to <br /> the property. None were noted. The completed questionnaire is included in Attachment 3.2. Mr. <br /> Hurst explained in an interview that the property has been connected to the county sewer line at (3,v <br /> .. least since the mid-1960s when he purchased the property. <br /> There is no evidence that lead paint was used on the old structure. However, asbestos was found <br /> ` during the cleanup of the site. Mr. Hurst explained that asbestos was discovered in the building 63.7.1*0 <br /> debris after the fire. Del Tech Environmental (Contractors License # 653022) removed the asbestos <br /> from the property in November 2003. A copy of their invoice is included in Attachment 3.3. <br /> On December 15, 2004 Mr. Vasquez conducted a file review at the San Joaquin County l3,0;0 <br /> Environmental Health Department. No files of concern were noted. <br /> L <br /> The subject property is not listed on any databases in the Radius-Map report provided by EDR as C3,1 ,2J <br /> having had any past environmental concerns. <br /> 3.3 Current Potential or Known On-Site Sources of Contamination <br /> No structures currently exist on the property. No evidence of surface spilling, underground tanks, <br /> above ground tanks, or chemical storage areas were observed during the site reconnaissance. No <br /> evidence of an old septic tank or leach field could be seen during the site inspection. No wells were <br /> observed on the property.
