*M..
Based upon discussions with the applicant and information presented in UE Trip Generation (Fifth
Edition), the project's "Sunday peak-hour of trip generation" is expected to occur between 9:00 A.M. and
1:00 P.M. For the study intersections, the "Sunday peak hour of traffic" is expected to occur between
10:00 A.M. and 11:00 A.M. For worst-case analysis, the Sunday peak hour of background traffic and
Sunday peak hour of project trip generation were assumed to occur concurrently between 10:00 A.M. and
11:00 A.M. The Sunday peak hour intersection traffic was estimated to be approximately 60% of the
i weekday PM peak hour traffic demand, based upon historical data. Figure 3B illustrates the anticipated
Sunday peak-hour intersection turning movement traffic during the project's Sunday peak trip generation
period.
LEVEL OF SERVICE METHODOLOGY
Traffic operations are quantified through the determination of "Level of Service". Level of Service is a
qualitative measure of traffic operating conditions, whereby a letter grade "A" through "F" is assigned to
an intersection or roadway segment representing progressively worsening traffic conditions. Level of
Service definitions for roadways and intersections are outlined in Table 1. The County of San Joaquin
defines peak hour traffic operations that exceed Level of Service "C" as unacceptable.
Levels of Service were calculated for different intersection control types using the methods documented in
the 1994 Highway Capacity Manual.
Trinity Baptist Church Project Page 5
Traffic Study
