I. INTRODUCTION <br /> This report issues my findings regarding the Nitrate Loading Study, Soil Suitability Study and <br /> Wastewater Disposal Operational and Design Parameters for the Southwinds Church in Tracy, <br /> California. The Church is in the process of constructing a new Worship Center; consequently, <br /> these studies were required by the San Joaquin County Environmental Health Department(EHD) <br /> and comply with the San Joaquin County Development Title, specifically Section 9-1105.2(d). <br /> The Church Staff has provided the preliminary information to complete these studies. The Site <br /> Plan and associated civil engineering information have been produced by Shack and Company of <br /> Tracy, California. The architectural portion of the project has been produced by the architectural- <br /> design firm of Visioneering Studios of Irvine, California. <br /> Within the text of this Report, Bolded Section(§)numbers are referenced at the beginning of an <br /> applicable Paragraph or Paragraphs, or Appendices that correspond with the EHD Requirements <br /> Checklist. Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability <br /> Study Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable <br /> for the Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to <br /> other sections of the Checklists. <br /> ,u S§2.3. Church is located on Middle Road near an area of north Tracy referred to as the <br /> Larch-Clo r area. Since the City of Tracy sewer will not expand to this area for decades, the <br /> are as, and will continue to operate with an on-site decentralized wastewater management <br /> system, commonly referred to as a septic system. For reasons discussed in this report, the septic <br /> system has and must remain operating as a"mound system" for the disposal of effluent. Domestic <br /> water is supplied by an on-site well. <br /> (SSS§ 1.2.' The project site is near the southeast corner of the intersection of Middle Road and <br /> 1--Lammers Road. Currently,the Church property consists of the buildings as illustrated on the Site <br /> Plan and on the Google aerial photos. The total Parcel area for the Church site is 16.51 acres. <br /> The following paragraphs summarize the purpose and findings of these Studies to fulfill the <br /> requirements of the EHD. Wastewater system operational and design parameters are also <br /> presented within this document to facilitate the transfer of information to FED: <br /> • The existing septic system was initially investigated to determine its current status. A report was <br /> prepared discussing these findings in detail, and is attached as"Attachment B"to this primary <br /> document. <br /> • An analysis was completed of the indigenous soils in the new effluent disposal area to determine <br /> the acceptance of the anticipated wastewater flows,along with an assessment of the <br /> characteristics of the soil to mitigate nitrate impact. Discussions are presented on the operational <br /> parameters to achieve these two goals of proper wastewater management and nitrate loading <br /> mitigation from the mound disposal system. These two goals were accomplished by the <br /> referenced testing, physical/chemical analyses and operational parameters incorporated into the <br /> design of the wastewater disposal system. <br /> 1 <br /> Chesney Consulting <br />
