ATTACHMENT B: ANALYSIS OF EXISTING WASTEWATER
MANAGEMENT SYSTEM REPORT
August 22, 2016
FOR: Southwinds Church
31400 West Middle Road
Tracy, CA 95378
PROJECT: Proposed Development of a New Worship Center(UP-96-0002).
SUBJECT: Stage I Investigation and analysis of the existing wastewater management system.
INTRODUCTION
Chesney Consulting has been retained by Southwinds Church to complete an investigation of the
existing wastewater management system, commonly referred to as a septic system, that currently
serves the Church. The Church is currently in the process of expansion which includes the
building of a new Worship Center, and needs this information so that there will be proper
management of future wastewater flows.
This document is Stage 1 of three separate Stages being conducted for the Southwinds Church.
Stage 2 are Nitrate Loading/Soil Suitability Studies required by the San Joaquin County
Environmental Health Department(EHD) for this project. Stage 3 is the design and operational
parameters of the new septic system which will serve the entire facility, including the new
Worship Center, and the increase in Parishioners. This document will be incorporated into the
Appendix portion of the Nitrate Loading/Soil Suitability Studies report for this project.
The current Church grounds came into existence circa 1999. Although Parishioner attendance
was comparatively small, the original design engineer who designed the septic system had the
foresight to initially enlarge the system so that it could support the eventual increase in
attendance.
In the intervening years, several changes have taken place regarding wastewater engineering as
new science and technology have evolved concerning filtration, pressurization/equal distribution
and nitrogen mitigation. However, one critical part of decentralized wastewater treatment has
changed very little over the past several decades, and that is the septic tank. The principles of
anaerobic digestion occurring within a tank will always remain static. The septic tank works
passively because of biochemical reactions that will always occur.
Page I of 4
Chesney Consulting
