July 22,2002
NOA ENVIRONMENTAL PROJECT NUMBER LE02-182
Included in this unit are small areas of Hollenbeck and Stockton soils in landscape
positions similar to those of the Jacktone soil. Also included, on the slightly higher
_ parts of the landscape, are small areas of Jacktone soils that have moderately coarse
textured or moderately fine textured overwash. Included areas make up about 15
percent of the total acreage.
The Jacktone soil is moderately deep to a hardpan and is somewhat poorly drained.
It formed in alluvium derived from mixed rock sources... Typically, the surface layer
is very dark gray and dark gray clay about 22 inches thick.
Permeability is slow in the Jacktone soil. Available water capacity is moderate. The
shrink-swell potential is high.
Urban land consists of areas covered by roads, driveways, sidewalks, parking lots,
- buildings, and other structures. The soil material under the impervious surface is
similar to that of Jacktone clay(USDA, p.76).
IV. REVIEW OF REGIONAL AND LOCAL REGULATORY AGENCY
RECORDS
1. Regional Water Quality Control Board
Our office reviewed the Leaking Underground Storage Tanks List (LUST) and the Spills, Leaks,
Investigations, and Cleanups List (SLIC) on file with the Central Valley Regional Water Quality
Control Board (RWQCB) in an attempt to determine if there are any files present at that agency
which note the unauthorized release of a toxic or hazardous agent into the environment on the subject
property or within a one-quarter(1/4) mile radius of the subject property.
`- Our office reviewed the CVRWQCB Leaking Underground Storage Tank (LUST) Information
System list dated September, 2001. The subject property was listed on the database for having
a closed LUST case associated with it Information regarding this case is attached to this report
as Appendix D. The CVRWQCB reports that there are seven(7)correlations between the database
and any addresses within the specified search radius. The one case that is open is regarding the
property of Diesel Performance, Inc., 2804 Fremont St. E. A complete description of the case can
be found in Section IV, Subsection 2,below. The following properties are found within the search
radius but have been closed.
A& A Tool Rentals& Sales 2911 Fremont St. E.
Service Electric Company 3127 Fremont St. E.
Sheldon Oil Company 3310 Miner Avenue E.
5
