Y <br /> P February 23,2006 <br /> NOA Project Number: E06008A <br /> 4.0 EVALUATION OF IDENTIFIED CONTAMINATION SOURCES <br /> r <br /> The leaking fluids from inoperable vehicles previously identified on the subject property may have <br /> contaminated on-site soils. <br /> Staff of the CVRWQCB suspect groundwater contamination may exist at Roy's Auto Wrecking. NOA <br /> is aware of several aquifers in the vicinity of the subject property with different flow directions. No <br /> Lstatement of certainty can be made about the potential for subsurface contamination without sampling <br /> and analysis. <br /> I <br /> ` Because the three leaking underground storage tank cases within one-quarter mile of the subject <br /> property are all closed, it can be assumed the CVRWQCB is satisfied these do not pose a continuing <br /> Lthreat to surrounding properties. <br /> Due to the locations and dates of the hazardous materials incidents within one-quarter mile of the // <br /> property,as well as the nature of contamination in each case, any impact to the subject property from 61 J <br /> these incidents is anticipated to be minimal. <br /> 5.0 CONCLUSIONS AND RECOMMENDATIONS <br /> As the site is developed,any stained soil or sources of contamination identified,such as those described <br /> in Sections 3.2 and 3.3, should be characterized and properly disposed in accordance with federal, <br /> ` state, and local regulations. L <br /> If the property owners or the EHD are concerned about the potential for contaminants on the property <br /> L as a result of nearby sources identified in Section 3.4, soil and/or groundwater samples may be <br /> collected and analyzed. <br /> LAny additional infrastructure or buried debris that may be encountered during site grading or <br /> development should be removed and disposed of in accordance with all applicable regulations. <br /> L 6.0 LIMITATIONS <br /> i <br /> This report was compiled as a Surface and Subsurface Contamination Report for the subject property. <br /> This report contains information and data provided to NOA by several sources. NOA in no way <br /> warrants the accuracy or completeness of the information provided to this investigation by those <br /> Lsources. <br /> It should be noted that when an environmental assessment is completed without sample collection and <br /> quantitative analysis of soil and groundwater beneath the site,as in this study,no statement of scientific <br /> ` certainty can be made regarding latent subsurface conditions which may be the result of on-site or off- <br /> site sources. The findings and conclusions of this report are not scientific certainties, but rather, <br /> probabilities based on professional judgement concerning the significance of the data gathered during <br /> r <br /> 8 <br />
