T <br /> INTRODUCTION <br /> Mr. Andrew Sephos is creating three parcels from property he owns at 15444 South Mitchell <br /> Road in Manteca, CA. According to the San Joaquin County Development Title, a Surface and <br /> Subsurface Contamination Report (SSCR) must be conducted prior to the time of Tentative Map <br /> submittal. The purpose of this report was to investigate the subject property for real or potential <br /> environmental contamination and report the findings to the Client and the San Joaquin County <br /> Environmental Health Department. This report complies with the San Joaquin County <br /> Ordinance, specifically 9-905.12(a) for a Surface and Subsurface Contamination Report. <br /> In addition, the report addresses and evaluates non-point sources of hazardous materials, as well <br /> as potential point sources. Non-point sources of hazardous materials include agricultural <br /> chemical residues, high concentration of nitrate laden groundwater and other contaminants which <br /> may have originated from a wide area. Point sources investigated include fuel storage tanks, <br /> septic systems and/or chemical storage areas. <br /> No chemical analysis was conducted for this investigation, nor was there an inspection of the <br /> existing residential structure (the Sephos Residence) for asbestos containing materials (ACMs). <br /> Since this structure is relatively new,there should be no ACM concern. The domestic well <br /> serving this house has been tested for nitrates and the agrichemical dibromochlorpropane <br /> (DBCP) to fulfill the requirements of a Nitrate Loading and Soil Suitability Studies. These <br /> Studies were completed on December 8, 2000 (See VAR#NLS-07.00) and also required by the <br /> San Joaquin County Environmental Health Department since this project is in an unsewered area. <br /> SITE DESCRIPTION <br /> As illustrated on the attached Tentative Map,the three Parcels proposed are referenced as the <br /> Designated Remainder, Parcel 1 and Parcel 2. They comprise a rectangular shaped, flat 6.6 acre <br /> parcel with the Designated Remainder containing the Sephos residence built five years ago. <br /> Parcels I and 2 are currently planted in fifth leaf almond trees. The site address and Assessors <br /> Parcel Numbers are referenced on the Title Page. The site is bordered to the north and west by <br /> agricultural production Iand, and to the east, south and southeast are rural, single family housing <br /> and ranchettes. The subject property is currently zoned AU-40. There is a South San Joaquin <br /> Irrigation District easement traversing the subject property separating proposed Parcels 1 and 2. <br /> The region has been dry land and irrigated farmed, particularly in orchards, pasture, and row <br /> crops for the last several decades. There is very slight possibly of minute volumes of pesticide <br /> drift originating from the surrounding almond acreage to the north and west. Irrigation is by <br /> flooding with water from the Irrigation District. An on-site domestic well and septic system <br /> serves the house. Storm drainage flows to the "front" of the almond orchard, adjoining Mitchell <br /> Road. The property is not subject to the 100-year flood. <br /> 2 <br /> VaCley Ag research <br />
