v <br /> Analysis <br /> Background <br /> The site is currently occupied by a forklift sales company. The applicant, Spartan Media Corporation, <br /> submitted Site Approval Application No. PA-03-592 for an off-premises(billboard) sign. The sign is proposed <br /> to be forty-five feet tall and a total of 672 square feet. The proposed sign meets all San Joaquin County <br /> Development Title requirements and is consistent with the San Joaquin County General Plan. The Site <br /> Approval application has been referred to the Planning Commission because the City of Manteca sent a letter <br /> recommending that the Site Approval be denied. <br /> City of Manteca - <br /> In a letter dated December 10, 2003, the City of Manteca (City) recommends denial of Site Approval PA-03- <br /> 592 because the subject land area will be annexed to the City shortly, and the proposed sign does not <br /> conform to City sign regulations. Additionally, the proposed sign structure is not consistent with City <br /> General Plan policy. <br /> According to the Local Agency Formation Committee (LAFCO), the Manteca City Council approved <br /> annexation of the area where the proposed parcel is located.
