SA-01-0091 OF JUANITA HAUGEN, ETAL (C/O BRIAN O'CONNOR) (APN: 239-020-02) (ADDRESS: 34 WEST MOSSDALE ROAD, LATHROP) The project is a one-year Time Extension request for a previously approved Site Approval application to remodel an existing non-conforming mobile home park. The remodel is to include a complete septic tank reconstruction with replacement area and reduce the number of mobile home spaces from 24 to 18 (Use Type: Mobile Home Park) The 3.36-acre parcel is located at the northeast terminus of Mossdale Road, on the east side of Interstate 5, Stockton. The General Plan designation is OS/RC (Open Space Resource Conservation) and the site is zoned AG-40 (General Agriculture-40 acre minimum). Background On July 21, 1966, UP-3699 was approved for a 24-unit mobile home park. Mobile home parks are no longer permitted in agricultural zones. The mobile home park is a non- conforming use subject to the non-conformity regulations of the San Joaquin County Development Title (Section 9-235). The mobile home park has been under enforcement action. The Community Development Department and other County agencies determined that the infrastructure of the park had been damaged by lack of maintenance and repair. For the lawful use of the park to continue, it is necessary for the infrastructure of the park to be remodeled. The remodel of the non-conforming mobile home park required a Site Approval application. The applicant will need to contact the State of California's Housing and Community Development Department for a permit application for the mobile home park. 1
