SA-01-0091 OF JUANITA HAUGEN, ETAL (C/O BRIAN <br /> O'CONNOR) (APN: 239-020-02) (ADDRESS: 34 WEST MOSSDALE <br /> ROAD, LATHROP) <br /> The project is a one-year Time Extension request for a previously approved Site <br /> Approval application to remodel an existing non-conforming mobile home park. The <br /> remodel is to include a complete septic tank reconstruction with replacement area and <br /> reduce the number of mobile home spaces from 24 to 18 (Use Type: Mobile Home Park) <br /> The 3.36-acre parcel is located at the northeast terminus of Mossdale Road, on the east <br /> side of Interstate 5, Stockton. The General Plan designation is OS/RC (Open Space <br /> Resource Conservation) and the site is zoned AG-40 (General Agriculture-40 acre <br /> minimum). <br /> Background <br /> On July 21, 1966, UP-3699 was approved for a 24-unit mobile home park. Mobile home <br /> parks are no longer permitted in agricultural zones. The mobile home park is a non- <br /> conforming use subject to the non-conformity regulations of the San Joaquin County <br /> Development Title (Section 9-235). <br /> The mobile home park has been under enforcement action. The Community <br /> Development Department and other County agencies determined that the infrastructure <br /> of the park had been damaged by lack of maintenance and repair. For the lawful use of <br /> the park to continue, it is necessary for the infrastructure of the park to be remodeled. <br /> The remodel of the non-conforming mobile home park required a Site Approval <br /> application. The applicant will need to contact the State of California's Housing and <br /> Community Development Department for a permit application for the mobile home park. <br /> 1 <br />
