Hazelton Avenue <br /> Stockton, CA 95205 <br /> Dear Ms. Aguirre: <br /> The California Department of Transportation(Department) appreciates the opportunity to review <br /> the Site Approval application to expand an existing gas station and convenience market to <br /> include demolition of an existing 720 square foot convenience store, construction of a 2,600 <br /> square foot convenience store and relocation of an existing 186 square foot storage building. <br /> The existing 2,494 square foot canopy will remain in use. The project is located on the <br /> northwest corner of Mossdale Road and the I-5 northbound on-ramp in Lathrop. <br /> i <br /> Upon review of the project, the Department has the following comments: <br /> • The cumulative impacts of the proposed project will contribute to the degradation of the <br /> level of service on the State Highway system at the Interstate 5/Mossdale Road <br /> interchange. This degradation will eventually require improvements to accommodate the <br /> increase in traffic volumes to I-5. Therefore,the Department recommends that the Lead <br /> Agency collect a transportation impact mitigation fee on a"proportional share" basis <br /> from the applicant to hold until the fee can be contributed towards the local portion of <br /> funding for future improvements to the State Highway facility. <br /> • The applicant must proceed with an Encroachment Permit application prior to any <br /> commencement of work within the State's right-of-way (ROW)and upon any access <br /> (driveway)point onto the State Highway System (SHS). All work performed <br /> within/adjacent to the State's ROW will be subject to Caltrans Highway Design Manual <br /> (HDM) and Standards and Specifications. <br /> "Caltrans improves mobility across California" <br />
