Mossdale may provide such system by either providing the necessary financing to the District to construct and install the system, or by constructing and installing the system itself, and dedicating all constructed and installed facilities to the District upon completion. If the latter, Mossdale shall submit to the District for prior approval all plans and contracts. 5. Mossdale shall provide the District with a construction schedule, indicating the timeframe in which all improvements shall be completed. The construction of the water, wastewater, and stormwater systems may be phrased, with the approval of the District. S. Upon completion of the water, wastewater and stormwater systems, Mossdale shall be subject to the following fees and charges: usual and normal connection fees, for each system, of the District, provided that Mossdale shall receive credit for such fees, for each system, up to the amount of financing, or construction costs, provided, or expended by, Mossdale, for that system. Users of the systems shall be subject to the District's normal and usual fees and charges The District will serve the area owned by Mossdale, subject to Mossdale meeting the above requirements. In order to construct the WWTP, it will be necessary to obtain a Waste Discharge Permit issued by the Central Valley Regional Water Quality Control Board. The District believes it prudent to commence the necessary work, including engineering work, legal work, and work necessary to comply with the California Environmental Quality Act, as soon as possible. Accordingly,the District requests that, by execution of the enclosed copy of this letter, you confirm that Mossdale will pay for all costs incurred by District in connection with amendment of the referenced waste discharge permit. Upon receipt of the executed copy, the District will retain the necessary consultants and engineers, and will commence the process of requesting the amendment.
