13. Pedestrian Pathways: Final Maps shall maintain,as proposed, all feasible pedestrian <br /> connections. In instances where the proposed location of a through-block connection is <br /> determined by the Community Development Director to be in conflict with the health,safety and <br /> welfare of community residents, such connection may be eliminated. <br /> Timing: Improvement Plans approved by CDD and MHCSD prior to Final Map approval. <br /> 14. Bicycle and Pedestrian System: Final Maps shall conform to the bicycle and pedestrian <br /> system depicted in Specific Plan III Figure 9.7. <br /> Timing: Improvement Plans approved by CDD and MHCSD prior to Final Map approval. <br /> 15. Roadways and Transit: Final Maps shall conform to the roadway system depicted in Specific <br /> Plan III Figure 9.6 for arterials and collectors, and to the transit system depicted in Specific Plan <br /> III Figure 9.8. <br /> Timing: Improvement plans approved by CDD and MHCSD prior to Final Map approval. <br /> 16. Public Area Landscaping and Architecture:The applicant shall submit landscape <br /> improvement plans for the Tentative Map. Landscaping and architectural design of public <br /> areas shall implement the common design theme for the neighborhood and shall be consistent <br /> with the MHCSD Design Manual, Roadway Landscape Plans, and/or other applicable <br /> neighborhood design criteria. [SPIII Implementation Measure 4.2.4.3] <br /> Timing: Improvement Plans, Building Permits. <br /> 17. Design Guidelines: All proposed single-family development and all proposed commercial <br /> development shall comply with the applicable provisions of the adopted design guidelines, <br /> which is intended to achieve the general design intent of the community. Any such proposed <br /> development shall be submitted to the County prior to approval of Final Maps, Parcel Maps or <br /> other Development Permits. [Specific Plan III Implementation Measure 4.5.3.3(a-d)j <br /> Timing: Include note on Final Map for all commercial and industrial lots requiring conformance <br /> with the design guidelines. Condition shall be met prior to issuance of building permits. <br /> 18. PLEP Requirement: For the purposes of the Public Land Equity Program (PLEP), the public <br /> land dedication requirement for the Tentative Map is 30.3 acres,whereas the actual amount of <br /> qualifying PLEP public land is 32.06 acres. The resulting Public Land Surplus is, therefore, <br /> 1.76 acres.The developer shall,therefore, be given a Voucher in the amount of 1.76 acres by <br /> the-MHCSD.The developer shall submit a copy of said voucher to the CDD as evidence that <br /> the PLEP requirement for the Tentative Map has been satisfied. <br /> Timing: Condition shall be satisfied prior to approval of the first Final Map, or as required by the <br /> Applicable Public Agency. <br /> AGRICULTURAL RESOURCES <br /> 19. Agricultural Operation Phasing:An Agricultural Buffer and Conversion Phasing Plan shall <br /> be submitted to the Community Development Department and approved by the Director. The <br /> plan shall incorporate the following: <br /> a. Phasing of areas from agricultural to urban use—locations and time frames; <br /> b. Irrigation water supply and service plan approved by BBID; <br /> c. BBID encroachment permits; <br /> d. Temporary buffering that includes a 100-foot between the edge of development <br /> and ongoing agricultural operations as the project builds out; <br /> e. Permanent setbacks; <br /> 4 <br />
