22. Best Management Practices: <br /> A. To control erosion and sedimentation during project construction and operation, the <br /> developer shall comply with MHMP policies, MHMP mitigation measures,and Phase I <br /> and II NPDES permit requirements, including the preparation and implementation of a <br /> SWPPP that outlines BMPs to be followed to minimize erosion and sedimentation during <br /> project construction and operation. <br /> B. All non-residential (i.e. Office, Industrial, Commercial, Neighborhood Commercial etc), <br /> uses must perform a pretreatment of all storm flows before the flows enter a public <br /> storm system. The design shall be in accordance with the Storm Water Master Plan <br /> Update and NPDES requirements. The MHCSD shall review and approve the plans and <br /> the specifications for the storm pretreatment prior to issuance of the building permit. <br /> C. The applicant shall construct catch basin filters and/or other source control Best <br /> Management Practices(BMPs)for urban runoff from Tract 3481 as determined by the <br /> MHCSD. <br /> D. Construction-Related Erosion: The applicant and/or contractor shall comply with <br /> applicable NPDES General Construction Activities Storm Water Permit requirements <br /> established by the Clean Water Act. Pursuant to the NPDES Storm Water Program, an <br /> application for coverage under the statewide General Construction Activities Storm <br /> Water Permit(General Permit)shall be obtained for project development prior to the <br /> issuance of grading permits. The applicant and/or contractor shall obtain coverage <br /> under the General Permit by filing a Notice of Intent with the State Water Resource <br /> Control Board's (SWRCB)Division of Water Quality. The filing shall describe erosion <br /> control and storm water treatment measures to be implemented during and following <br /> construction and provide a schedule for monitoring performance. MHCSD approved <br /> BMPs shall serve to control point and non-point source pollutants in storm water and <br /> shall constitute the project's storm water pollution prevention program (SW-PPP)for <br /> construction activities. Timing: All applicable permits shall be obtained prior to the <br /> issuance of grading permits for Tract 3481. <br /> 23. Storm Drains: <br /> A. The developer shall fund, design and construct the required storm drainage system in <br /> accordance with the requirements of the Storm Water Master Plan Update and the <br /> MHCSD's Standards and Specifications to serve Tract 3481 unless otherwise required <br /> or approved by the General Manager of the MHCSD. <br /> B. The-developer shall build the required drainage system and water quality basins and <br /> improve the creek as required by MHCSD to accommodate runoff from the project.The <br /> developers shall expand WQB1 as required by MHCSD to accommodate runoff from the <br /> project before development of those portions are to be served by the DeAnza Boulevard <br /> and Mountain House Parkway storm-drain systems. The basin shall be expanded to a <br /> capacity necessary to serve Tract No. 3481. The configuration shall be as per the <br /> Storm Water Master Plan Update. The Water Quality Basin shall be dedicated to <br /> MHCSD. <br /> 24. Water Quality Basins Mosquito Abatement: Plans for the implementation and <br /> maintenance of the water quality basins and any other storm drainage facilities involving <br /> open bodies of water shall be reviewed and approved by the MHCSD and if required by the <br /> MHCSD, reviewed by the mosquito Abatement District. Condition shall be met before <br /> approval of first Final Map. <br /> 25. Utilities: <br /> 22 <br />
