Thus, the Checklist examines whether: <br /> • There are any additional environmental effects not previously examined in the SPHIEIR; <br /> or <br /> • Any new mitigation measures are required. <br /> Consistent with CEQA Guidelines section 15168(c)and Public Resources Code Section — <br /> 21083, if the County finds that the answers to the foregoing inquiries are negative, then the <br /> County may approve the entitlements requested by the project as being within the scope of <br /> the SPHIEIR and that no new environmental document is required. Regardless of whether a _ <br /> new environmental document is required, the mitigation measures identified in the SPHHiIR <br /> are applicable to the project. <br /> USE OF THE SPIIIEIR AND AUTHORITY FOR CHECKLIST <br /> The Master EIR(San Joaquin County, 1994)was adopted in 1994 for the Mountain House <br /> New Community Master Plan. The Master Plan dictated that the entire Mountain House <br /> community would be divided into specific plan areas. The Machado Property is located — <br /> within Specific Plan HI,thus many of the topics relevant to the Checklist were previously <br /> evaluated in the MEIR in 1994 and in the Specific Plan III EIR. <br /> The MEIR included a number of mitigation measures that were applicable to the Master Plan <br /> and Specific Plan III. Some mitigation measures were incorporated into the adopted Master <br /> Plan and others applied to future stages of permitting and development. Thus,the SPIIIEIR — <br /> included mitigation measures of the MEIR, as well as those resulting from developing the <br /> Specific Plan IH area. <br /> The conclusion of this Checklist is that the project is within the scope of the SPHIEK that <br /> no new environmental effects will occur, and that no new mitigation measures are required. <br /> Therefore, as provided by CEQA Guidelines section 15168(c),no new environmental — <br /> document is required. <br /> PREVIOUS ENVIRONMENTAL DOCUMENTATION <br /> Earlier environmental documents assessing Mountain House and individual projects include <br /> the following: <br /> 1.
