MOUNTAIN HOUSE PROPOSED MACHADO TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST
4.1 AESTHETICS
MHCSD Design Manual to be completed by the College Park developers. Because the other
impacts were determined to be less than significant, no mitigation measures were proposed. —
DISCUSSION REGARDING PROPOSED PROJECT _
a. Have a substantial adverse effect on a scenic vista?
Public views across the project site can be seen from the intersection of Von Sosten Road and
Mountain House Parkway and from Grant Line Road. The site can be seen in the distance
from the westbound on-ramp at I-205/Mountain House Parkway. Views across the project
site from these roadways are of fallow or cultivated agricultural fields, rolling hills, and the
Diablo Range in the background. This is apparent in Figure 4-4.
Design details for the project site have not been
prepared, but will be created as the individual
parcels are developed in the future. It is likely
that the office commercial buildings will be
constructed at the maximum height of three
stories. Housing is likely to be one and two-
stories. Landscaped roadways,parks, and
pedestrian connections will be provided as a part
of the overall development for the property.
When the project site is built out, the taller
commercial and industrial park buildings will
block westerly views from Mountain House
Figure 4-4 Viewing southwest across Parkway and southwest views from Grant Line
the cite of Diahln Foothills Road.
The Initial Study prepared for Specific Plan 111(2003) states that the impacts on public views
associated with development of Specific Plan III were evaluated in the MEIR(Impacts
M4.8-1 and M4.8.2) and were concluded to be less-than-significant with mitigation
incorporated. The mitigations included requirements for landscaping plans and edge
treatments along existing and planned roadways consistent with the Mountain House
Development and Design Manual;review of proposed landscape plans by the Community
Review board;protection and enhancement of existing view corridors towards the foothills
and Mt. Diablo; landscaping of east-west roadways to frame views to the west; and periodic
breaks in the continuous landscaping plans for north-south roads to frame views. The
proposed project is consistent with the site plan requirements and, as individual parcels are —
developed, project sponsors must comply with the type, scale, and mass assumed for the
Specific Plan III area in the MHMP, as well as complying with the site plan requirements for
road layouts. The Initial Study concluded that development of the Specific Plan III area —
would not exacerbate the view impacts identified in the MEIR. Thus, the proposed project is
consistent with the findings in the SPIIIEIR.
Mitigation Measure
No mitigation measures are required.
4-4
