[Development of Specific <br /> Plan III] would convert suitable foraging habitat and could result in loss of active <br /> nests of loggerhead shrike, California homed lark, and tri-colored blackbird. Loss of <br /> foraging habitat would be compensated through implementation of the MHMP. <br /> However,the MHMP does not identify policies or mitigation to avoid adverse effects <br /> to active nests of these species. A significant impact could occur. <br /> Impact 4.10-9: Biological Resources—Conversion of San Joaquin Kit Fox <br /> Habitat and Possible Occupied Den Destruction. The proposed project would <br /> convert low-quality habitat for San Joaquin kit fox. Kit fox could possibly den and <br /> forage at the [Specific Plan III] site, and implementation of College Park could result <br /> in destruction of occupied dens. A significant impact could occur. <br /> Impact 4.10-10: Biological Resources—Loss or Alteration of Jurisdictional <br /> Waters of the United States. [Development of Specific Plan III] could result in loss <br /> or alteration of jurisdictional waters of the United States. The MHMP includes <br /> measures designed to preserve and compensate for loss of such wetlands, but it does <br /> not specify measures to identify habitats under jurisdiction of United States Army <br /> Corps of Engineers or[California] Department of Fish and Game. A significant <br /> impact could occur. <br /> Impact 4.10-12: Possible Effects on Biological Resources from Implementation of Off-Site <br /> Infrastructure Improvements does not apply to the proposed Machado property project <br /> because the proposed project does not include any off-site infrastructure improvements. <br /> MITIGATION MEASURES IDENTIFIED IN 2005 SPIIIEIR <br /> Mitigation Measure 4.10-2 requires Specific Plan III developers to pay impact fees,to the San _ <br /> Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP) and <br /> presents specific measures that should be taken if certain special-status plant species are <br /> encountered at the project site. Implementation of this mitigation measure would reduce the _ <br /> impact to special-status plant habitat to a less-than-significant level. <br /> Mitigation Measure 4.10-5 requires Specific Plan III developers to pay impact fees to the _ <br /> SJMSCP and presents specific actions that should be taken if burrowing owl habitat is found <br /> at or adjacent to the project site. Implementation of this mitigation measure would reduce the <br /> impact on burrowing owl habitat to a less-than-significant level. _ <br /> Mitigation Measure 4.10-6 requires Specific Plan III developers to pay impact fees to the <br /> SJMSCP and presents specific avoidance and minimization measures that should be taken if <br /> suitable raptor nesting habitats are present at or adjacent to the project site. Implementation <br /> of this mitigation measure would reduce the impact on raptor nesting sites to a less-than- <br /> significant level. <br /> Mitigation Measure 4.10-7 requires Specific Plan III developers to pay impact fees to the <br /> SJMSCP and presents specific measures that should be taken if habitats for the loggerhead <br /> 4-18 <br />
