MOUNTAIN HOUSE PROPOSED MACHADO TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST <br /> 4.7 HAZARDS <br /> • Lead-based paint and asbestos materials were found in the dairy buildings. These <br /> materials should be removed for proper disposal prior to demolition of the buildings. <br /> • There are two electric transformers that are not marked as PCB-free. Pacific Gas and <br /> Electric Company should test these transformers and replace them if they contain PCBs. <br /> A 75-foot-wide PG&E easement(i.e., the Rio Oso-Tesla electrical easement), containing <br /> 230-kVA overhead electric power transmission lines, extends diagonally across the northwest <br /> corner of the project site. These transmission lines emit EMF. The CDE requires that new <br /> schools must be at least 150 feet from the edge of 230-kVA transmission line easements. <br /> The nearest corner of the new K-8 elementary school site in the proposed project is <br /> approximately 330 feet from the edge of the easement. — <br /> Despite the lack of state and federal regulations regarding setbacks from land uses other than <br /> schools, the MHMP (Section 6.3, page 194) and the Mountain House Development Title <br /> (Section 310.5m(f)) designate the following setbacks from the edge of the Rio Oso-Tesla <br /> power line easement: <br /> • 25 feet for residential dwelling units; <br /> • 10 feet for non-residential structures; and <br /> • No setback for parking and storage areas. <br /> An analysis of the Tentative Map (Associated Engineering, 2006)indicates that future — <br /> residences adjacent to the Rio Oso-Tesla power line easement could be less than 25 feet from <br /> the edge of the easement since the minimum side yard setback for low and medium <br /> residential land uses is only five feet(EDAW, 2005a,Table 3-7). Careful site planning and — <br /> design at these lots will be necessary to avoid conflict with MHMP and Mountain House <br /> Development Title requirements. <br /> SPHIEIR Mitigation Measure 4.9-1 is summarized above. Specific Plan III Implementation <br /> Measure 6.7.2.3 b requires cleaning any contamination from dairy operations to meet the <br /> standards of the SJCEHD, RWQCB, and other applicable state and county standards and <br /> ordinances. Specific Plan III Implementation Measure 6.7.4.3 (d) requires corrective action <br /> for the presence of any fuel,pesticide, herbicide, or chemical residue on or under the soil in <br /> excess of allowable amounts that is listed on state or federal lists of toxic materials. _ <br /> Corrective actions shall be conducted in accordance with requirements of the SJCEHD and <br /> the applicable state agency. These mitigation and implementation measures adequately <br /> define the actions to be taken to eliminate these hazards that would result in impacts that are <br /> less than significant. <br /> Mitigation Measures _ <br /> No additional mitigation measures are required. <br /> c) Emit hazardous emissions or handle hazardous or acutely hazardous materials, <br /> substances, or waste within one-quarter mile of an existing or proposed school? <br /> 4-38 <br />
