6. MOUNTAIN HOUSE PROPOSED MACHADO TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST <br /> 4.9 LAND USE AND PLANNING <br /> V <br /> L Impact 4.2-2: Land Use and Agriculture—Conflict between Proposed Land <br /> Uses. The proposed project would not generate conflicts between proposed land <br /> uses, except for the proposed lighted community park facilities that would generate <br /> conflicts with proposed adjacent residential uses. A significant impact would occur. <br /> L MITIGATION MEASURES IDENTIFIED IN 2005 SPIIIEIR <br /> In part, SPIIIEIR Mitigation Measure 4.2-1 requires that developers: <br /> • Fence off the two on-site BBID canals from proposed urban development until such time <br /> as the canals are filled; <br /> • Implement Mitigation Measure 4.9-5 (Public Health& Safety)that ensures proposed <br /> f` residences are not exposed to an explosion hazard from the natural gas pipelines within <br /> the PG&E-Chevron easement that bisects the project site; and <br /> • Identify an agricultural buffer of no less than 100 feet for any new units in the residential <br /> area in and south of Grant Line Village and adjacent to the County line. <br /> Mitigation Measure 4.2.2 refers to Mitigation Measure 4.14-4 in the Visual Quality section of <br /> the SPIIIEIR. The impact was determined to be less than significant and no mitigation was <br /> required because of standards imposed by the MHCSD Design Manual requiring that outdoor <br /> lights be designed to minimize glare and impacts to adjacent residential uses. In addition,the <br /> Design Manual requires significant landscaping and earthen berms to reduce lighting <br /> impacts, and light sources must be shielded and directed downward away from adjacent land <br /> uses. <br /> DISCUSSION REGARDING PROPOSED PROJECT <br /> V <br /> a) Physically divide an established community? <br /> The proposed project would not physically divide an established community because it would <br /> be constructed in an area that has been used for agriculture, as discussed above. It is a part of <br /> the Mountain House Community and is located across the road from the nearest residential <br /> ` area on Grant Line Road. <br /> Mitigation Measure <br /> No mitigation measures are required. <br /> Lb) Conflict with any applicable land use plan,policy, or regulation of an agency with <br /> jurisdiction over the project(including, but not limited to the general plan, specific <br /> plan, local coastal program, or zoning ordinance) adopted for the purpose of avoiding <br /> Lor mitigating an environmental effect? <br /> The project site is divided into six land use designations in Specific Plan III. Project plans <br /> show that approximately 63 acres are designated Residential Low Density R/L)with a <br /> 4-51 <br /> L <br />
