LMOUNTAIN HOUSE PROPOSED MACHADO 1)NTATIVE MAP 4. ENVIRONMENTAL CHECKLIST
4.11 NOISE
L
L c) A substantial permanent increase in ambient noise levels in the project vicinity above
levels existing without the project?
The proposed project would replace a dairy and fallow pasture land with residential housing,
commercial/office, and light industrial land uses. The proposed project is part of the overall
development of the Mountain House Community. Therefore, noise levels would
significantly increase over existing conditions following construction due to increased traffic,
L community activities, and commercial/office and limited industrial operations. As stated in
Item a) above, these impacts were addressed in the SPIIIEIR,and mitigation measures were
proposed that would make the impacts less than significant.
Mitigation Measures
No additional mitigation measures are required.
L
d) A substantial temporary or periodic increase in ambient noise levels in the project
vicinity above levels existing without the project?
r
Temporary increases in noise levels would be associated with construction of houses,
buildings and infrastructure in the various portions of the Mountain House Community.
tr. Whether temporary construction noise would impact the residents of the proposed project
depends on the timing of development of the various neighborhoods and the Mountain House
Business Park to the south. SPHIEIR addresses construction noise impacts and proposes
r. mitigation measures that would make the impacts less than significant.
` Mitigation Measures
No additional mitigation measures are required.
e) For a project located within an airport land use plan or, where such a plan has not
been adopted, within two miles of a public airport or public use airport, would the
project expose people residing or working in the project area to excessive noise levels?
L• The Byron Airport is located approximately five miles west of the project site. The Contra
Costa County Airport Land Use Compatibility Plan shows that future noise levels due to
L aircraft flyover noise for worst-case conditions would be less than 50 dBA. This is below the
noise standards for the proposed project(65 dBA La„at outdoor activity areas),thus the
impact of aircraft noise would less than significant.
L
Mitigation Measures
L, No mitigation measures are required.
L n For a project within the vicinity of a private airstrip, would the project expose people
residing or working in the project area to excessive noise levels?
` This proposed project is not located near any private airstrip.
4-59
