Earthquakes of magnitude 6.0 or greater are <br /> capable of causing widespread damage(EDAW, 2005b). <br /> The proposed project would be required to comply with all California laws and codes <br /> designed to minimize the potential adverse effects of an earthquake. The laws include the <br /> Essential Services Buildings Seismic Safety Act of 1986 (governing fire,police, and <br /> ` emergency services building construction)and the Field Act of 1933 (governing school <br /> construction). The codes include the California Building Code of 2002,the Uniform <br /> Building Code(UBC)of 1997, and Mountain House Community Services District(MHCSD) <br /> design standards. Complying with California laws and codes related to design and <br /> construction of houses and buildings, structural damage from a strong earthquake would be <br /> minimized,particularly in wood-frame houses proposed for the proposed project. However, <br /> despite the implementation of mitigation measures in the MEIR and the policies of the <br /> MHMP,as well as compliance with applicable laws and codes,the SPIIIEIR found the <br /> impacts related to ground shaking as significant and unavoidable and cannot be mitigated to <br /> a less-than-significant level. <br /> Mitigation Measures <br /> MEIR Mitigation Measure M4.6-1 (preparation of a Community Earthquake Preparedness <br /> w Plan)promotes public awareness and education on earthquake hazards. This plan has been <br /> %, completed and is currently being implemented by the MHCSD. In addition,the MHUT <br /> includes Policies 6.5.1(b)(Emergency Preparedness)and 6.8.3 (Soils, Geologic, and Seismic <br /> Hazards). No additional mitigation measures are available that would change the conclusions <br /> V of the SPIIIEIR. <br /> iii) Seismic-related ground failure, including liquefaction? <br /> Vr <br /> %W The potential for liquefaction of soils at the proposed Mountain House Business Park,located <br /> ` approximately 3,000 feet south of the project site,was evaluated in a Preliminary <br /> Geotechnical Services Report(Kleinfelder,2002). Based on the depth to groundwater(38 to <br /> % 43 feet bgs),the high clay content of site soils,and the relatively dense nature of coarse- <br /> %W grained soils, the potential for liquefaction at the site was determined to be remote.
