ENviRoNMENTAL CnECKusT 4.13 Pusuc SERvicEs Until Mountain House High School is built and operating,high school students residing in `" the Mountain House Community would be bussed(or driven)to either West High School or `,• Tracy High School located in Tracy. However,these two high schools are currently over t4w capacity and should not accept additional students. TUSD has acknowledged this problem and plans to use additional portable buildings as classrooms on an interim basis until ` Mountain House High School opens. TUSD would determine the location of temporary facilities as the need arises or in the event that construction of Mountain House High School v is delayed(EDAW, 2005b). %W In addition, applicants for the proposed project would be required to pay the state-mandated ` school impact fees. State law dictates that payment of these fees constitutes full mitigation of school capacity impacts. Therefore, a less-than-significant impact would occur. A 109-acre community college campus is planned in the southwestern portion of the Mountain House Community in the Specific Plan III area. The college would serve the Mountain House Community and Tracy residents. The construction of the college would result in a beneficial impact related to the provision of college facilities and services (EDAW,2005b). Mitigation Measures No mitigation measures are required. The associated `w demand for public library facilities would be 455 square feet(at),based on the standard of 0.5 sfper resident in the San Joaquin County General Plan 2010(San Joaquin County, 1992). The SSJCPL recommends a standard of 0.7 to 1.0 sfper resident,based on its existing level of service. Based on SSJCPL's standard,the proposed project would require a minimum of 636 sf of additional library space. The Tracy Branch Library currently serves the MHMP area,and demand for service already exceeds available capacity since the square footage per resident ratio is 0.24. Based on the standards established in the County's General Plan,the Tracy Branch Library is currently considered to be inadequate. SSJCPL does not propose any new library facilities in the vicinity of the Mountain House Community except as provided by the MHMP(EDAW, 20056). The MHMP includes provisions for the development of a branch library to serve the future �- residents in the entire MMP area. According to the MHMP,library facilities would be provided on a phased basis,with a bookmobile providing initial library services until the population in the MHMP area reaches 10,000 residents.
