L KLEINFEL DER <br /> ` 2 INTRODUCTION <br /> L <br /> 2.1. PURPOSE <br /> L <br /> Kleinfelder conducted a Phase I Environmental Site Assessment (ESA) of the subject property. <br /> It is our understanding that this report will assist the client in recognizing environmental <br /> 6. conditions associated with the subject property's past and current use. Kleinfelder performed <br /> this ESA in general accordance with the scope and limitations of the American Society of <br /> Testing and Materials (ASTM); Standard Practice for Phase I Environmental Site Assessment <br /> r, Process E1527-00 and our proposal number ST02P093, dated August 21, 2002. <br /> The purpose of this assessment is to assist the client in recognizing environmental conditions at <br /> L the site. A recognized environmental condition is defined by the ASTM standard as "the <br /> presence or likely presence of hazardous substances or petroleum products on a property under <br /> conditions that indicate an existing release, a past release, or a material threat of a release of any <br /> 6 hazardous substances or petroleum products into structures on the property or into the ground, <br /> groundwater or surface water of the property". The term includes hazardous substances or <br /> petroleum products even under conditions in compliance with laws. <br /> r <br /> Resumes of the personnel preparing this report are included in Appendix F. <br /> L <br /> 2.2. DETAILED SCOPE-OF-SERVICES <br /> The following sections describe Kleinfelder's work scope: <br /> L • Chapter 2, Introduction, includes a discussion of the purpose/reason for performing the <br /> Phase I ESA; additional services requested by the client (e.g. an evaluation of business <br /> i environmental risk factors associated with the property); significant assumptions (e.g. <br /> L property boundaries if not marked in the field); limitations, exceptions, and special terms <br /> and conditions (e.g. contractual); and user reliance parameters. <br /> I • Chapter 3, Site Setting, is a compilation of information concerning the site location, legal <br /> 16, description (if available), current and proposed use of the subject site, a description of <br /> structures and improvements on site at the time of Kleinfelder's assessment, and current <br /> uses of adjoining properties. <br /> L • Chapter 4, Records Review, is a compilation of Kleinfelder's review of several databases <br /> available from Federal, State, and local regulatory agencies regarding hazardous <br /> substance use, storage, or disposal at the subject site; and for off-site facilities up to a <br /> L mile radius from the site. Environmental liens or activity and use limitations are included <br /> in this chapter. Records provided by the client are summarized and copies of relevant <br /> documents are included in the Appendices of this report.
