I. INTRODUCTION AND PROJECT DESCRIPTION <br /> This Surface and Subsurface Contamination Report (SSCR) contains the results of my findings for <br /> property located on Jack Tone Road northeast of Stockton, California. This report was prepared <br /> exclusively for Mr. & Mrs. Raymond and Elsie Camera, and the San Joaquin County <br /> Environmental Health Department (EHD). The purpose of this study was to investigate and <br /> identify real or potential surface and subsurface contamination existing within the entire subject <br /> property and report the findings to the Client and the Environmental Health Department. <br /> According to the San Joaquin County Development Title, a Surface and Subsurface Contamination <br /> Report is required at the time of Tentative Map submittal. The San Joaquin County Development Title, <br /> Section 9-905.12 (a) states "A Surface and Subsurface Contamination Report shall identify any <br /> potential sources of surface and subsurface contamination caused by past or current land uses." The <br /> report shall include evaluation of nonpoint sources of hazardous materials including agricultural <br /> chemical residues and nitrate concentrations in the underlying groundwater. Potential point sources <br /> include fuel tanks, discarded items, septic systems, agrichemical applications and electrical <br /> transformers. No chemical analysis was conducted for this investigation, nor was there an inspection <br /> and testing of the on-site buildings for asbestos containing materials (ACMs). <br /> Interpretation of County Ordinance Section 9-905.12 (a) has been to focus on the subject property <br /> exclusively, unless it is documented or observed that an environmental concern in proximity to the <br /> subject property could potentially affect said property. <br /> This Surface and Subsurface Contamination approaches,but does not completely encompass the <br /> requirements of a Phase I Environmental Site Assessment (ESA) as promulgated by the American <br /> Society of Testing and Materials (ASTM E-1527-00). The Environmental Health Department <br /> recognizes that the Surface and Subsurface Contamination Report is not intended to completely <br /> fulfill the requirements of the Phase I ESA. The Department does however, maintain that certain <br /> components of the Phase I ESA must be applicable to the SSCR, as follows: <br /> Section 7.1.7 of the ASTM Document states under"Sources of Standard Source Information,"that <br /> LLTEngineers. <br /> rmation or other record information from government agencies may be obtained directly from <br /> priate government agencies or from commercial services." <br /> roperty subdivision and subsequent Tentative Map is being prepared by the firm of Wong, <br /> The project description is as follows: To divide 221.68 acres into three Parcels. The <br /> subject Parcels composing this project and assessed for this report,have been outlined on the <br /> oaquin County Parcel Viewer Map and the attached A.P.N. Map.
