Fdescription of the site and the project is as follows: The existing Parcel consi7net <br /> acres. It is proposed to create through a Minor Subdivision, a Parcel 1 of 5, a Parcel 2 with 41.19 net acres, and a Parcel 3 to contain 5.00 acres net. <br /> l 1 is to contain Ms. Theresa Polk's residential structure, Parcel 2 contains <br /> Jacqueline Polk's residential structure, along with horse boarding stables, a metal shed, hay <br /> barn and approximately 40 acres of farmland, currently planted in oats. Parcel 3 is to <br /> contain Mr. John Polk's residential structure. In addition to the referenced improvements, <br /> there are three domestic wells and three septic systems on the property. The land use is <br /> applicable to the zoning of Agriculture- AG-40. <br /> y§ 1.2 A description of proposed development is to make no changes to the subject property, other <br /> than a Minor Subdivision for the creation of three Parcels. As referenced, the purpose of <br /> this Report is to fulfill the requirements of the EHD in this regard. <br /> The Tentative Map has been completed by A.R. Sanguinetti &Associates and can be found <br /> in Appendix A. The subject property is in a predominately agricultural region. Surrounding <br /> residential structures are very sparse. Environmental conditions and operations that presently <br /> occur and may take place on the property in the future will he in strict compliance with <br /> applicable Codes and Regulations of the County, State and Federal governments. <br /> § 1.3 The Parcel Viewer location map is found in Appendix A. <br /> § 1.4 An aerial view Google Map shows the location of the referenced structures and Mosher <br /> Creek as the south property border of the property. The map shows roads on the property <br /> as Beth Road, Cherry Avenue and Almond Avenue. This is incorrect. These roads actually <br /> exist to the north, off of Tokay Colony Road. <br /> Three electrical transformers are located directly west of Mr. Polk's residence, on the west <br /> property border. These are relatively new transformers and probably do not contain PCBs. <br /> There are no ponds on the property. Mosher Creek is the only large body of water, which is <br /> considered a waterway or natural drainage course for a portion of the property. Stormwater <br /> from the residential portions of the property drain into the surrounding open land. <br /> § 2.0 PAST, PRESENT AND PROPOSED FUTURE USES OF THE SITE <br /> ✓§ 2.1 Past uses of the property have been as agricultural production land planted in crops, <br /> primarily row and grain crops since the 1850s, and horse boarding. Present and anticipated <br /> future uses have been defined to remain status quo. Past agricultural activities on and <br /> around the property may have contributed nitrate to the underlying water aquifers. Present <br /> and future agricultural activities may contribute potential environmental concerns; <br /> however, this may be said of any agricultural operation. Direct observations of the entire <br /> property reveal the residential and agricultural operations to be exceptionally clean in <br /> comparison to other observed farming operations within San Joaquin County. <br /> Page -3- <br /> Chesney Consulting <br />
