7.0 GOVERNMENT AGENCY RESEARCH
7.1 EPA Databases
The California Environmental Protection Agency (EPA) manages contaminated sites
through two sub-agencies: the State Water Resources Control Board (SWRCB) and the
Department of Toxic Substances Control (DTSC). The SWRCB's GeoTracker database
includes underground storage tank (UST) sites, leaking underground storage tank
(LUST) sites, cleanup program sites, and land disposal sites. The database can be
searched by reviewing two lists, the Permitted Underground Storage Tank (UST) Sites
list and the Cleanup Sites list. DTSC's EnviroStor database includes Federal Superfund
sites, State response sites, voluntary cleanup sites, school cleanup sites, corrective
action sites, and permitted hazardous waste facilities.
Live Oak searched both the GeoTracker and Envirostor databases on July 18, 2013 for
any listed sites within one-quarter mile of the Site. The subject Site was not listed on ; 2
either database, and no listed facilities were identified within one-quarter mile.
7.2 Environmental Health Department Databases
Live Oak reviewed the EHD's Underground Storage Tank Site Mitigation List, dated July U I
21. 2011, for surrounding facilities of concern. The subject Site was not listed, and no
listed facilities were identified within one-quarter mile of the subject Site.
.. Live Oak reviewed the EHD's Water Well Data Table dated March 10, 2009 for nearby
addresses that have been tested for nitrate and dibromochloropropane (DBCP). Two
nearby wells were identified at addresses located within approximately one mile of the
Site. Both of the wells were tested for DBCP: it was not detected in either. Nitrate as
NO, was detected in the wells at concentrations of 10.8 and 44.6 mg/L. The Maximum
Contaminant Level (MCL) set by the US EPA for nitrate as NO3 is 45 mg/L; the MCL for
DBCP is 0.2 ug/L.
The San Joaquin County Haz Mat Viewer was searched on July 18, 2013 for any
hazardous materials inventories for the Site. No records were identified for the Site
addresses or parcel numbers.
7.3 Agricultural Commissioner's Records
The San Joaquin County Agricultural Commissioner's Office was contacted regarding
the agricultural use of the site. Agricultural chemical use reports were identified for the
Site under the name of James Lagorio. The entire Site is listed as a walnut orchard for
the past five years. During that time, a variety of chemicals were applied to the Site: a
listing of these is included in Appendix 5.
LOGE 1316 Page 5
