w <br /> Parcel A will contain the existing three mobile homes and domestic well. A new <br /> residential structure is proposed to be built on this future Parcel. Parcel B, Parcel C and <br /> Parcel D are also proposed to have new residential structures eventually built on them, each <br /> with their own wells and septic systems. Mr.Nahas has stated that these homes will be for <br /> his children and grandchildren. The two existing Parcels now contain organically grown <br /> walnut trees, along with organically grown row crops such as fava beans, garbanzo beans, <br /> broccoli, tomatoes and cauliflower. In addition to the referenced improvements, there is an <br /> irrigation well on proposed property line between proposed Parcel B and Parcel C. ! <br /> Irrigation water is supplied through drip lines. The domestic and irrigation wells will be <br /> discussed in greater detail in Section 5.1 of this report. Three separate septic systems serve <br /> the aforementioned mobile homes. The land use is applicable to the zoning of Agriculture- <br /> Low Density, AL-5 and the zoning will also allow five acre Parcels to be created. <br /> ✓ky§ 1.2 A description of proposed development is to create four Parcels from two existing Parcels, <br /> through a Minor Subdivision. As referenced,the purpose of this Report is to fulfill the <br /> requirements of the EHD in this regard. <br /> The Tentative Map has been completed by Mr. Mike Farley of Farley's Surveying, Inc. and <br /> can be found in Appendix A. The subject property is in a predominately agricultural region <br /> on the west side of Jack Tone Road, and directly north of the East Bay Municipal Utility <br /> District (EBMUD)underground aqueduct. Surrounding residential structures are very sparse. <br /> There are no industry or commercial operations that may contribute to environmental <br /> contamination in the vicinity of the subject property. Environmental conditions and <br /> operations that presently occur, or may take place on the property in the future, will be in <br /> strict compliance with applicable Codes and Regulations of the County, State and Federal <br /> governments. <br /> dp§ 1.3 The Parcel Viewer location maps denoting the subject property location are also found in <br /> Appendix A. <br /> § 1.4 An aerial view Google Map shows the location of the referenced structures, roads, a pond <br /> on the west end of the property, and orchard trees. The Google map shows the EBMUD <br /> easement to be East Tokay Colony Road. This is obviously incorrect. <br /> Two electrical transformers - one newer and one old, are located near the southwest corner <br /> of proposed Parcel A, next to the EBMUD easement. The new transformer probably does <br /> not contain PCBs. It is somewhat unlikely the older transformer contains PCBs. <br /> There is a long, rectangular pond at the west end of the property that is used to capture <br /> rainwater runoff. Photos in Appendix D show the pond to have a reddish Cyanobacteria/ <br /> F algae on the surface which demonstrates that there are some nutrients in the water. These <br /> 5 nutrients may be attributable to organic fertilizer compounds, primarily chicken manure <br /> (also shown in the photographic plates).
