(Development Title <br /> Section 9-884) <br /> b) APPROVED USE: This approval is for a community center and public park to be <br /> built in two phases over a ten year period as shown on the Site Plan dated <br /> February 29, 2012. Phase One, building permits to be issued within 18 months <br /> from the effective date of approval, includes the construction of a 3,400 square foot <br /> community center for a maximum of 148 people. Phase Two, building permits to <br /> be issued within ten years from the effective date of approval, includes a 2.5-acre <br /> public park with a 1,600 square foot covered eating area. (Use Type: Community <br /> Assembly and Recreation-Parks) <br /> c) CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. <br /> If the Capital Facility Fee is applicable, the County shall collect the fees before the <br /> issuance of any building permits. (Development Title Section 9-1245.2) <br /> d) PARKING: Off-street parking shall be provided and comply with the following: <br /> 1) All parking spaces, driveways, and maneuvering areas shall be surfaced and <br /> permanently maintained with base material of appropriate depth and asphalt <br /> concrete to provide a durable, dust free surface. Bumper guards shall be <br /> provided when necessary to protect adjacent structures or properties <br /> (Development Title Section 9-1015.5[e]). <br /> 2) A minimum of 51 parking spaces shall be provided, including three accessible <br /> spaces, for Phase One. A minimum of 24 additional parking spaces shall be <br /> provided for Phase Two. At full buildout, 75 parking spaces shall be <br /> provided, including 3 accessible spaces, one of which shall be van <br /> accessible. Accessible spaces shall be located as close as possible to the <br /> primary entrance (C.C.R., Title 24).(Community Assembly use type:.67 parking <br /> spaces are required for every 1,000 square feet of building area and .33 parking <br /> spaces are required per seat. Recreation-Parks use type: 9 parking spaces are <br /> required per acre.)(Development Title Section 9-1015.3) <br /> 3) One bicycle parking rack or storage device is required for every 20 parking <br /> spaces. (Development Title Section 9-1015.7) <br /> e) ACCESS AND CIRCULATION: The following requirements apply and shall be <br /> shown on the Site Plan: <br /> 1) Access driveways shall have a width of no less than twenty-five (25) feet for <br /> two-way aisles and sixteen (16) feet for one-way aisles, except that in no case <br /> shall driveways designated as fire department access be less than twenty (20) <br /> feet wide. (Development Title Section 9-1015.5[h][11) <br /> f) LIGHTING: Lighting shall be provided and comply with the following: <br /> 1) If the parking area is to be used at night, parking lot and security lighting shall <br /> be installed. (Development Title Section 9-1015.5[g]) <br /> 2) Any lighting shall be designed to confine direct rays to the premises. No <br /> spillover beyond the property lines shall be permitted except onto public <br /> 4 <br />
