LOGE 1610: Silva SSCR Update Page 4
June 14, 2016
• Phillaur Corporation, 14680 Jahant Rd. The location of this facility is unknown but may
be north or northeast of the subject Site, based on the addresses in the area. This
facility is included on the Aboveground Storage Tanks and Hazardous Waste
Generators lists. Live Oak reviewed records on file for this facility at the San Joaquin
County Environmental Health Department. The file indicated that a 1000-gallon above-
ground diesel storage tank is located at this facility, as well as gramoxone, sulfur, and
thiosol. The facility is also listed as a small-quantity hazardous materials generator. ( ,
There is no evidence that this facility has impacted the subject Site at this time.
Live Oak searched the San Joaquin County Haz Mat Viewer on June 7, 2016 for the Site and
nearby facilities with hazardous materials inventories. The Site was not listed, and no facilities
within one-quarter mile were identified.
A water sample was collected by Dillon & Murphy from the adjacent house to the south as part
of their 2005 Soil Suitability Study for the subject Site, at that time, the house had not yet been
divided from the main Site. DBCP was detected in the sample at a concentration of 0.225 µg/L,
and nitrate as NO3 was detected at 11.6 mg/L. The Maximum Contaminant Level (MCL) set by
the US EPA for nitrate as NO3 is 45 mg/L; the MCL for DBCP is 0.2 parts per billion (ppb,
equivalent to µg/L).
EPA Databases
The California Environmental Protection Agency (EPA) manages contaminated sites through
two sub-agencies: the State Water Resources Control Board (SWRCB) and the Department of
Toxic Substances Control (DTSC). The SWRCB's GeoTracker database includes underground
storage tank (UST) sites, leaking underground storage tank (LUST) sites, cleanup program
sites, and land disposal sites. The database can be searched by reviewing two lists, the
Permitted Underground Storage Tank (UST) Sites list and the Cleanup Sites list. DTSC's
EnviroStor database includes Federal Superfund sites, State response sites, voluntary cleanup
sites, school cleanup sites, corrective action sites, and permitted hazardous waste facilities.
Live Oak searched both databases on June 10, 2016 for any listed sites within one-quarter mile
of the Site. The subject Site was not listed on either database, and no listed facilities were
identified within one-quarter mile of the Site.
Agricultural Commissioner's Records
Live Oak contacted the San Joaquin County Agricultural Commissioner's Office regarding
agricultural use of the site. According to Hiromi Hernandez, the Site was farmed by Antonio
Pires through 2015; corn and oats for fodder were grown. A variety of chemicals were applied
to the Site during that time, as indicated on the attached table. The Site is currently farmed by
Arbor Vineyards, Ms. Hernandez did not locate any application records for that grower
(correspondence, June 1, 2016).
Department of Oil, Gas, and Geothermal Resources
The California Department of Oil, Gas, and Geothermal Resources (DOGGR) Online Mapping
System (DOMS) was queried on June 7, 2016 for mapped oil or gas wells within one-quarter /
mile of the subject Site. No wells were identified. iT-)J
