Zone Reclassification <br /> In order to approve a Zone Reclassification, the Board of Supervisors shall determine that the proposed <br /> zone is consistent with the General Plan, any applicable Master Plan, and any applicable Specific Plan; and <br /> that the zone is reasonable and beneficial at the time. General Plan Volume I, Table VII-2 lists the C-X zone <br /> as an implementing zone of the AIG General Plan designation. Public services are not required. The first letter was received <br /> from the San Joaquin Farm Bureau Federation. The second letter was received from Don Precissi. Both <br /> letters expressed concerns with the conversion of an agricultural use to a non-agricultural use. However, <br /> crossroads commercial areas may only be permitted in areas with Limited Agriculture and General <br /> Agriculture General Plan designations to offer a limited selection of convenience goods and services to rural <br /> areas outside of communities(General Plan, Volume I, page IV-28). <br /> Agricultural Mitigation <br /> This project will be subject to the Agricultural Mitigation Ordinance of the Development Title. The <br /> Ordinance requires agricultural mitigation for a General Plan Amendment or Zone Reclassification that <br /> changes the designation of any land from an agricultural to a non-agricultural use (Section 9- <br /> 1080.3(a)(1)). Agricultural mitigation shall be satisfied by granting a farmland conservation easement or <br /> other farmland conservation mechanism as set forth in Development Title Section 9-1080.3(d). The <br /> number of acres of agricultural mitigation land shall be at least equal to the number of acres that will be <br /> changed to a non-agricultural use (a 1:1 ratio). Pursuant to Section 9-1080.3(f), submission of the <br /> required legal instrument to provide agricultural mitigation land will be required at the time of Grading <br /> Permit or Building Permit issuance for the underlying development project. <br /> San Joaquin County PA-0600524/Murphy Properties <br /> Community Development Page 4 <br />
