3. ENVIRONMENTAL HEALTH: (Staff contact: Michael Escotto, [209]468-3443)) a. addendum to the soil suitability/nitrate loading study dated October 20, 2009,that addresses the proposed phased expansion incorporating proposed staff and customer use, shall be submitted to the Environmental Health Department, indicating that the area is suitable for septic system usage. The studies must be approved by the Environmental Health Department prior to issuance of building permit(s). (San Joaquin County Development Title, Section 9-1105.2(d)). A review fee of$610 must be paid at time of submittal to the Environmental Health Department. The sewage disposal system shall comply with the on site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is required for each parcel. A permit fee of$122 per percolation hole is required. b. A permit to operate a non transient/non community public water system will be required by the Environmental Health Department prior to final occupancy of Phase 1. San Joaquin County Development Title, Section 9-1120.2 and 9-1115.9.). The supplier must possess adequate financial, managerial, and technical capability to assure delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety Code, Section 116525 through 116570. NOTE: Applicant shall contact Adrienne Ellsaesser, Lead Senior Registered Environmental Health Specialist, at (209) 468-0343, to determine if the existing well can be permitted as a public water system prior to final occupancy. c. Submit to the Environmental Health Department revised site plans showing the maximum number of persons the sewage disposal system is being designed for. In addition, show on revised plans that the leach field area will be barricaded so it cannot be driven over, parked on, or used as a storage area. This leach field area must be used for that specific purpose only, and it cannot contain any underground utility lines (San Joaquin County Development Title, Section 9- 1110.4(c)(5)). In addition, the revised site plan shall incorporate the 100% designed sewage disposal replacement area. d. Construction of an individual sewage disposal system(s) under permit and inspection by the Environmental Health Department is required at the time of development based on the Soil Suitability/Nitrate Loading Study findings (San Joaquin County Development Title, Section 9- 1110.3 & 9-1110.4). e. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental Health Department (San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6).
