+ V <br /> Analysis <br /> WetlandsMater Treatment <br /> The applicant is proposing to create wetlands/water treatment ponds on the project. site to process <br /> wastewater emanating from the winery operations. The wastewater will be processed through a <br /> sustainable wastewater.treatment process Called Swanson Advanced Integrated Pond System (Swanson <br /> AIDS). This process is very similar to;the one that was part of the approved Use Permit (UP-97-5) <br /> application for Sebastiani Vineyards on Turner Road. <br /> The proposed treatment ponds are designed and constructed with a liner to seal the internal surfaces, <br /> preventing contact between I untreated wastewater.and ground waters. The treatment ponds combine <br /> anaerobic.digestion with mechanical aeration and recirculation. These ponds will be used for the primary <br /> and secondary treatment of process water. The ponds will only accommodate process wastewater (no <br /> sanitary waste) and will be subject to the requirements of the Regional Water Quality Control Board. <br /> In a Swanson AIPS pond, wastewater is introduced at the bottom of the digester, which is the initial step <br /> of waste treatment. Anaerobic digestion, during this part of the process, produces methane, sulfides, and <br /> other volatile gases, which can be offensive if released. The anaerobic zone is capped with an oxygen- <br /> rich layer which strips out odors and volatile bio-gases before they can escape into the atmosphere. This <br /> precludes the need for mechanical containment or scubbers for these gases. Effluent from a Swanson <br /> AIDS is suitable for direct land disposal or irrigation. All this is accomplished prior to the wetlands <br /> polishing and storage area. <br /> After treatment in these ponds, the water will flow by gravity into the wetlandltreatment ponds for <br /> polishing treatment. The constructed wetlands will provide additional treatment to secondary effluent <br /> while also providing habitat for wildlife. Treated water within the wetland/treatment ponds may be used <br /> for irrigation. <br /> Neighborhood„Opposition <br /> The Community Development Department has received four letters in opposition to this proposed project. <br /> The issues expressed within these letters concern noise, traffic, odors/air quality, lighting, aesthetics, water <br /> quality, and wildlife. <br /> Noise <br /> Development Title Section 9-1025.9(c)(5) states that stationary noise sources are exempt from the <br /> noise level standards specified in Table 9-1025.9, Part 11 when the noise sources are emanating from <br /> any agricultural operation, including activities associated with the processing or transportation of <br /> crops when such activities are conducted on agriculturally zoned lands. <br /> The nearest residence is located approximately 800 feet from the proposed truck entrance for the <br /> project site and approximately 1,400 feet from the grape presses and dump station_ The proposed <br /> perimeter landscaping and oak forest along the western property line will aid in dampening some of <br /> the noise coming from the winery. Due to the distance to the nearest residence, it is expected that <br /> the noise levels will not exceed acceptable standards for noise emanating from an agricultural <br /> operation. <br /> San Joaquin County PA-050042411.ange <br /> �✓ Community Development Page 4 <br />
