a <br /> Traffic <br /> The Department of Public Works has determined that the threshold traffic volume to trigger a traffic -J <br /> study is 130 vehicles per day (one-way), of which no more than 70 vehicles will be allowed to be <br /> trucks with four or more axles. The applicant has provided information showing that there will be on <br /> average thirty-five (35) trucks per day coming to the winery by.the year 2025. Maximum non-truck <br /> traffic for a single day is.estimated to be ninety (90) yehicles.(thirty[30] vehicles for employees, thirty <br /> [30].vehicles for wine tasting, and thirty[30]vehicles for marketing events). The total Vehicles per day <br /> by the year 2025 calculates out to 125,which is below the threshold volume of 130 vehicles per day, <br /> and therefore, a traffic study is not required: <br /> The Department of Public Works is requiring that the applicant maintain records of the facility's <br /> annual traffic volumes. and a record of. daily traffic volumes during .the peak period of the <br /> harvest/crushing season. An annual report of these traffic volumes shall be submitted to the <br /> Department of Public Works. The requirements for maintainingtraffic volume records and submittal <br /> of annual reports will not go into effect until Phase Five is implemented. <br /> Vehicular traffic will access the project site from Jahant Road, which is a County-maintained road. <br /> There will not be any vehicular access along Lower Sacramento Road. The site plan shows that <br /> there is adequate space within the truck staging area so that truck traffic will not overflow onto Jahant <br /> Road. <br /> Odors/Air Quality <br /> The design of the Swanson Advanced Integrated Pond System, for the wetland/water treatment <br /> ponds, with its integration of anaerobic and aerobic technologies using recirculation and supplemental <br /> mechanical aerators, is-intended to provide an odor-free process. The further polishing treatment of <br /> the effluent in the wetlandsltreatment ponds produces a product low in biological oxygen demand so <br /> that the odors usually associated with oxygen reducing loading are not present. �J <br /> Lighting <br /> The project will be subject to the lighting regulations within Development Title Section 9-1015.5 which <br /> states that any lighting shall be designed to confine direct rays to the premises. No spillover beyond <br /> the property lines shall be permitted except onto public thoroughfares, provided, however, that such <br /> light shall not cause a hazard to motorists. <br /> Aesthetics <br /> The perimeter and interior of the project site will be landscaped with trees to screen the winery <br /> operations from Jahant Road and Lower Sacramento Road, and to enhance the area surrounding the <br /> water features. An oak forest will be planted along the western property line of the project site for <br /> further screening and aesthetics. <br /> Water Quality <br /> The project is not expected to adversely impact ground or surface water. Wastewater emanating <br /> from the winery operations will be processed through a sustainable wastewater treatment process <br /> called Swanson Advanced Integrated Pond System. The proposed treatment ponds are designed <br /> and constructed with a liner to seal the internal surfaces, preventing contact between untreated <br /> wastewater and ground waters. The ponds will only accommodate process wastewater (no sanitary <br /> waste) and will be subject to the requirements of the Regional Water Quality Control Board.
