(Development Title Section 9- 1150.2) i e_ Traffic volurne for the proposed facility shall nqt excee6130 vehicles per day(one-way.), of which 70 vehicles will be allowed to be trucks with four or more axles. Additionally,the maximum number of trucks in a peak hour shall not exceed nine trucks. f. The applicant shall maintain records of the facility's annual traffic volumes to the satisfaction of Public Works. The applicant shall also maintain a record of daily traffic volumes during the period of peak activity corresponding to harvesttcrushing time. An annual report of these traffic volumes shall be submitted to the Public Services Division of Public Works. The annual report shall be in a format approved by Public Works. The requirement for maintaining traffic volume records and submittal of annual reports shall not go into effect until implementation of Phase 5. At the County's option, additional traffic surveys may be conducted by the County to independently determine the total daily 1 traffic volume, the percentage of trucks,and the peak hour truck volume. Scheduling of the surveys shall be at the County's discretion except that no more than two surveys may be conducted in any given calendar year. All costs associated with maintaining traffic records, submitting annual reports, and conducting independent surveys shall be at the applicant's expense. g. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable at the time of building permit application. The fee currently is$193.16 per daily trip-end generated in the Lodi area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. (Resolution R-00-433) h. A copy of the Final Site Plan shall be submitted prior to the release of building permits. i. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is required upon submittal of verification. j. The applicanttdeveloper shall file a Notice of Intent to comply with a State NPDES construction permit from the State Water Resources Control Board and develop a Storm Water Pollution Prevention Plan permit for each phase prior to the beginning of any construction. k. All new structures shall be prohibited within the Federal Emergency Management Agency's designated floodway of Jahant Slough or within 25 feet for the top of banks of Jahant Slough, whichever is greater. i Conditions of Approval - 5 - PA-0500424
