AND 711 MATERIALS, INC. <br /> AGGREGATE MINE AND WASTEWATER SYSTEM <br /> SAN JOAQUIN COUNTY <br /> WASTEWATER'SYSTEM <br /> 16. All wash water and most stormwater generated on site are discharged to a series of settling <br /> ponds. No flocculants are added to the wastewater. Wastewater is generated at the <br /> r aggregate washing plant,.the.asphaltic concrete baghouse, and the concrete batch plant. <br /> Wastewater generated at the concrete batch plant is discharged to a separate system, the <br /> concrete washout facility. <br /> 17. . Wastewater is discharged to a series of settling ponds that presently total approximately 12 <br /> acres surface area. The wastewater drains by gravity to the recycle pond from which water <br /> is pumped for reuse. <br /> 18. The settling ponds are located within former excavations. Wastewater pond locations have <br /> changed over the years of operation because the ponds fill with sand, silt, and clay <br /> particles. Ponds may be located anywhere within the indicated area shown on Attachment <br /> B, as long as the Discharger is in compliance with this Order and all other requirements <br /> imposed by other agencies. <br /> 19. The Discharger submitted a water balance that showed adequate containment for <br /> wastewater and stormwater at a flow rate of approximately 500,000 gpd. The water <br /> balance included consideration of stormwater runoff generated off site. <br /> 20. The facility is located within the 100-year flood plain of the Mokel mine River. In order to <br /> prevent the discharge of waste during flood events, the Discharger has presented a plan to <br /> install a mechanical treatment system and to physically protect the primary settling ponds <br /> from a 100-year flood. <br /> 21. This Order requires construction of primary settling ponds that are protected from <br /> inundation from a 100-year flood. The combination of the proposed mechanical settling <br /> equipment and the primary settling ponds must provide an effluent that carries less <br /> suspended sediment than the suspended sediment load of the Mokelumne River at flood <br /> stage. The remaining recycle ponds can be located in the floodplain. <br /> 22. While the mechanical separation equipment is installed, wastewater would be discharged <br /> into Pond A. After the mechanical equipment has been installed, wastewater from the <br /> mechanical separator equipment would be discharged to the primary settling ponds, and <br /> then into Pond A. Because Pond A might be legally classified as wetlands, the Discharger <br /> is required to submit an evaluation report determining the status of the pond prior to <br /> commencing discharge into it. <br /> 23. George Reed Inc. also operates an asphaltic concrete batch mixing plant (hot plant). The <br /> hot plant wastewater is generated in the bag house where collected dust and carrier water is <br /> piped to a 0.2 acre settling pond, then discharged to the main wastewater system. <br /> Petroleum hydrocarbons may be present in the bag house wastewater. Approximately 250 <br /> gallons per hour of wastewater will be generated during operation of the plant. <br />
