WASTE DISCHARGE REQUMENTS ORDER NO. -4- <br /> GEORGE REED,INC. AND 711 MATERIALS,INC. <br /> AGGREGATE MINE AND WASTEWATER SYSTEM <br /> SAN JOAQUIN COUNTY <br /> 24. A concrete batch plant is operated at the site by 711 Materials, Inc. Waste concrete is <br /> generated when concrete trucks return from their deliveries containing residual concrete. <br /> When possible, the residual concrete is used to make traffic barriers. Otherwise it is <br /> poured onto the waste concrete pile. Wastewater generated at the batch plant consists of <br /> ready m'ix truck washouts, tool wash water;and tiaffic barrier mold cleariin— D esef fuel <br /> is used as a mold release agent. <br /> 25. The concrete batch plant generates both plant wash water and vehicle wash water. The <br /> plant and vehicle wash water is discharged to the washout facility. The washout water is <br /> recycled for rinsing the mixer drums at the end of the day. The mixer drum water is <br /> discharged to the washout facility. The solid waste removed from the mixer drums is <br /> recycled for road base. <br /> 26. Water is supplied by on-site groundwater supply wells, as shown in the table below. <br /> Additional water for dust control is taken from the recycle ponds. Portable chemical toilets are provided for employees. The toilet rental company regularly <br /> services the toilets. Approximately 10 employees are located on site. <br /> SITE SPECIFIC CONDITIONS <br /> 28. Groundwater is estimated to exist approximately 15 to 20 feet below ground surface <br /> depending on elevation of the land surface. Based on interpretation of the surface <br /> topography, groundwater likely flows to the west or southwest. <br /> 29. Groundwater may be encountered in excavations, and based on economic considerations, <br /> excavation of the material may proceed below the natural water table. When excavation <br /> below the natural water table surface is performed, dewatering is required. Presently, <br /> George Reed, Inc. is not planning to dewater excavations. <br /> 30. Drinking water for the site is supplied by bottled water. <br /> 31. The surrounding land uses are primarily agricultural. <br /> 32. North of the Mokelumne River; stormwater is collected from disturbed areas on the site <br /> and discharged into the wastewater pond system. South of the river, stormwater is allowed <br /> to percolate into the soil. <br /> 33. Topsoil is removed from areas to be excavated and stockpiled; topsoil is then spread on <br /> reclaimed areas. Reclaimed areas will be used for agricultural purposes. <br />
