The reclamation plan describes returning <br /> the land to agricultural use when the excavation and processing activities end. <br /> BASIN PLAN,_BENEFICIAL USES,AND REGULATORY CONSIDERATIONS <br /> 35. The Water Quality Control Plan for the Sacramento River and San Joaquin River Basins, <br /> Fourth Edition (hereafter Basin Plan) designates beneficial uses, establishes water quality <br /> i! objectives, contains implementation plans and policies for protecting waters of the basin, <br /> and incorporates by reference plans and policies adopted by the State Water Resources <br /> Control Board. Pursuant to Section 13263(a) of the California Water Code,waste <br /> discharge requirements must implement the Basin Plan. <br /> 36. Surface water drainage is to the Mokelumne River. <br /> 37. The beneficial uses of the Mokelumne River are agricultural irrigation, agricultural stock <br /> watering, contact recreation, canoeing and rafting recreation, other non-contact recreation, <br /> warm freshwater habitat, cold freshwater habitat,warm water migration, cold water <br /> migration, warm water spawning, cold water spawning, and wildlife habitat. <br /> 38. The beneficial uses of underlying groundwater are municipal and domestic supply, <br /> agricultural supply, industrial service supply, and industrial process supply. <br /> 39. . State Water Resources Control Board Resolution No. 68-16 requires that the Regional <br /> Board, in regulating the discharge of waste, must maintain high quality waters of the state <br /> until it is demonstrated that any change in quality will be consistent with maximum benefit <br /> to the people of the State, will not unreasonably affect beneficial uses, and will not result <br /> in water quality less than that described in the State Board's policies (e.g., quality that <br /> exceeds water quality objectives). <br /> 40. anti- <br /> degradation Regional Board has considered <br /> g anti degradation pursuant to State Board Resolution <br /> 68-16 and believes that this discharge will not impact underlying groundwater. No <br /> chemicals are added to the wastewater stream; the settling ponds are used only for settling <br /> out earth materials. <br /> 41. A Final Environmental Impact Report (EIR) dated 13 August 1990 was prepared for the <br /> San Joaquin County Department of Planning and Building Inspection. The EIR was <br /> adopted on 22 January 1991. Subsequently, several negative declarations addressing <br /> excavation areas not identified in the EIR have been adopted by the San Joaquin <br /> ii Community Development Department. <br /> 42. The applicable EIR measures for water quality are briefly summarized below: <br /> a. An erosion control plan shall be prepared if haul road bridge removal or replacement <br /> is needed. <br />
