Martin
San Joaquin County Planning Division
1810 East Hazelton Avenue
Stockton, CA 95205
RE: MS-91-91
Lopez Property
Lodi Lind's Airport
Dear Mr. Martin:
Thank you for referring the above-referenced proposal to the San Joaquin County
Airport Land Use Commission for review and comment.
The property is located approximately 1,600 feet east of the main runway for the Lodi
Lind's Airport. This location is just north of the inner approach and climb out zone;
most of the property falls within the horizontal imaginary surface and a portion of the
property falls within the transitional surface. While the property is outside the 60dB
CNEL contours, the area is subject to overflight and accompanving noise disturbances.
Maps are enclosed for your information.
The restrictions within this area address height and safety concerns. If any proposed
structures will exceed 32 feet in height (35 feet in the parcel 2), the applicant is
required to complete FAA form 7460-1 "Notice of Proposed Construction."
Any recommendations or suggested mitigations from this FAA review should be
required as conditions of approval, should the height limits be exceeded. Reflective
materials that would impair pilot vision are prohibited. Landfills, dumps, ponds or
other waterways are restricted in this area.
The ALUC also recommends that certain steps be taken to minimize the noise
disturbances for any future residents. Specifically, the county should require the
applicant to file an Avigation Easement in favor of San Joaquin County. A Noise
Disclosure should be filed with the deed, to inform future owners of the noise
disturbances, and potential buyers of the property should be informed of the potential
for overflight. Copies of these documents are enclosed. In addition, any new
residences constructed on either parcel should be soundproofed so that interior noise
levels do not exceed 45dB CNEL.
1860 E.Hazelton Avenue Stockton,California 95205 (209)468-3913 FAX: (209)468-3330
Regional Transportation Planning Agency,Local Transportation Authority;Congestion Management Agency,Airport Land Use Commission
