2. SAN JOAQUIN COUNCIL OF GOVERNMENTS <br /> a. This project will require the conversion of Valley Grasslands, San Joaquin County is a signatory <br /> to the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP). <br /> Therefore, the applicant shall either participate in the SJMSCP or provide mitigation in an amount <br /> and kind equal to that provided in the SJMSCP. <br /> 3. PUBLIC WORKS DEPARTMENT (Staff Contact: Trueman Phillips, 468-3000) <br /> a. An encroachment permit shall be required for work within the road right-of-way. (Development Title <br /> Sections 9-1145.4 and 9-1145.5) <br /> b. The driveway approach shall be improved in accordance with the requirements of San Joaquin <br /> County Standards R-17 prior to issuance of the occupancy permit. In addition,the first 100 feet of <br /> the driveway from the entrance of the parcel shall be paved. (Development Title Section 9-1145.5) <br /> c. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee shall be $164.86 per additional daily trip- <br /> end generated in the Lockeford area. <br /> d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> e. This area has been subject to historic flooding. Therefore, all new structures and/or substantial <br /> improvements constructed on Parcel and/or Parcel 2 shall be elevated a minimum of two feet above <br /> the highest adjacent grade. <br /> f. The applicant shall keep Bear Creek free of all obstacles that impede the flow of water, and any <br /> alteration to Bear Creek will require obtaining a Watercourse Encroachment Permit from the <br /> Department of Public Works. In addition, no structures,fences, or poles shall be constructed within <br /> 25 feet of the top of either bank of Bear Creek without the approval of the Department of Public <br /> Works. <br /> g. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> h. All best management practices shall be used to contain waste and debris on the project site during <br /> winter months, such as silt fencing to enclose the stockpile and any other means of containment <br /> deemed appropriate. <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall <br /> require a State NPDES construction permit. <br /> 4. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Robert McClellon, 468-0332) <br /> a. Construction of individual sewage disposal systems under permit and inspection by the <br /> ' Environmental Health Department(EHD) is required prior to approval of the Improvement Plan. <br /> (Development Title Sections 9-1110.3 and 9-1110.4) <br /> NOTE: EHD would support the use of portable toilets with hand washing facilities for human waste <br /> disposal as an interim measure until three full-time employees or more are on the site. <br /> San Joaquin County PA-03-14\Good Earth Farms <br /> Community Development Page 2 <br />
