b. The applicant will need to make application to EHD for a Solid Waste Compost Site Permit and pay <br /> applicable fees. <br /> c. EHD will require the applicant to provide a detailed plan addressing the following concerns related <br /> to this site. <br /> (1) Demonstrate that adequate room is available for staging and receiving green waste. <br /> (2) Demonstrate that there is adequate room for processing all materials. <br /> (3) Demonstrate that there is adequate room for fire lane access. <br /> (4) Address litter control measures. <br /> (5) Provide a detailed study addressing the agronomical rate that this material can be applied to <br /> the crop land. <br /> (6) Provide a detailed plan that shall address storm drainage to prevent run-off from the site and <br /> impacting neighbors and groundwater. <br /> (7) The plan shall address a proposed amount of production and intended use. <br /> d. The applicant shall contact the California Water Quality Control Board regarding a Waste Discharge <br /> Permit and provide written approval prior to EHD approval. <br /> e. The applicant needs to submit detailed information on the off-site certified recycling facility to EHD <br /> with a copy of the contract or agreement what that facility. <br /> f. Due to the site's limited size and confined areas, provide Environmental Health with a plan that <br /> describes on-site traffic on and around the facility. <br /> g. Due to the confined nature of the site (vines) and its disproportionate size, the area used for <br /> composting should be enlarged and made wider to facilitate safe material handling and emergency <br /> equipment. <br /> 5, CLEMENTS RURAL COUNTY FIRE PROTECTION DISTRICT (Staff Contact: Dave Ingrum, 759- <br /> 3371) <br /> a. Public Resources Code No. 4373 states that all Solid Waste Facilities need 150 feet of clearance <br /> around them. The vineyard can be used as clearance on all sides but needs 150 feet of clearance <br /> to any property line or grassland.
